Abstract Education policies about school regulations have gone through such different stages of evolution as intervention development， rapid development， standardized development and high-quality development since the founding of the People’s Republic of China. School regulations have become not only an important part for constructing modern school systems， but also a key point for implementing the rule of law at school and promoting the governance of modern schools. However， there are still some problems and deficiencies in school regulations at all levels and types of schools. Facing the goal of building a “high-quality education system” during the “14th Five-year Plan” period， the construction of school regulations should also actively meet the requirement of “high-quality development”， adhere to the value orientation of building morality and fostering people， implement the construction path of legal thinking and legal mode， and take the building of good campus system culture as the construction guarantee.
