| On the Improvement of the Leading and Coordinating Mechanism of China’s Intellectual Property |

Abstract The leading and coordinating mechanism of intellectual property is the key to the promotion of the modernization of intellectual property governance in China. Although China has established the system of “the State Council Inter-ministerial Joint Conference on the Implementation of the National Intellectual Property Strategy”， which has played an important role， there are still some deficiencies in the current leading and coordinating mechanism of intellectual property. It needs to be “upgraded” in order to match with the national strategy of reinvigorating China through intellectual property rights， which will be launched soon. The practical experience of Japan and South Korea suggests that the current “the State Council Inter-ministerial Joint Conference on the Implementation of the National Intellectual Property Strategy” ought to be upgraded to the national intellectual property strategy committee， of which the national leaders as the head， the leaders of relevant ministries and commissions，and the industry and academic representative experts as the members. At the same time， it provides the legal guarantee for the new leading and coordinating mechanism of intellectual property of the state level with the fundamental legislation.
