Research on the sustainable operation model of smart tourism public service platform based on the information ecosystem

Abstract:The construction of smart tourism public service platforms serves as a crucial means for government digital transformation. However, in the actual process of platform construction, a series of problems have emerged, such as emphasizing investment over operation and suffering from unbalanced platform revenues and expenditures. There is an urgent need for effective operation models to ensure the sustainability of these platforms. Based on information ecology theory and system dynamics, this study first conducts an in-depth analysis of the interest demands of multiple entities, including governments, OTA platforms, tourism-related enterprises, and tourists. Additionally, by constructing a simulation model for smart tourism public service platforms, the study compares and analyzes the characteristics and applicable scenarios of three operational models: direct-sale model, redirecting model, and display model. Finally, some targeted optimization strategies for sustainable platform operation are proposed. The research findings indicate that: the direct-sale model requires high initial investment costs but demonstrates significant advantages in long-term operation, which is suitable for tourist destinations with abundant resources, ample funding, and a high emphasis on service quality. In operation, public service platforms under this model should focus on enriching localized service content and providing differentiated services to compete with market-oriented platforms for traffic; the display model has lower operational costs but a single profit model, making it more suitable for tourist destinations with limited resources and primarily aiming to showcase information and guide traffic. In operation, public service platforms under this model should expand profit channels to enhance platform market value; the redirecting model excels in market expansion and has significant advantages for tourist destinations aiming to rapidly expand their platform market and reduce operational burdens. In operation, public service platforms under this model should expand cooperation with market-oriented platforms to achieve resource sharing and mutual benefit.
