Policies simulation of tourism for common prosperity in the Wuling Mountain Area

Abstract：Tourism， with its strong comprehensive driving function and spillover effect， has become an important way to promote the high-quality development of regional economy in the new period and stage， and it is also one of the main modes of accelerating the common prosperity in underdeveloped areas. This study integrates the practical context of tourism development in the Wuling Mountain Area and utilizes the Vensim system dynamics modeling software to delineate the operational mechanisms and causal relationships through which tourism drives common prosperity in the region. By regulating the main parameters of the three subsystems of tourism economy， society and ecology， and simulating the effect of tourism on promoting common prosperity， five development models for tourism to promote common prosperity are established. They are natural succession model， industrial economic model， social cultural model， resource environmental model， and the coordinated model of industrial economy， social culture and resource environment. Results are shwon as follows. 1) the driving process of tourism in the Wuling Mountain Area on the common prosperity is dynamic and complex， and the sustainable development of the common prosperity has to comprehensively consider multiple factors within the system. 2)The implementation of the industrial economic model can effectively promote the maximisation of the material abundance effect in the Wuling Mountains， with the per capita GDP increasing by 7.22 times， and the per capita disposable income increasing by 9.25 times in 2035. But this model is prone to increasing environmental pollution， which is not conducive to the green and sustainable development of the Wuling Mountain Area. 3)In comparison， the comprehensive coordination model with synergistic efforts in economic， social and ecological dimensions is conducive to the fair， stable and sustainable growth of the region， and it is the best development model for accelerating the realisation of common prosperity in the Wuling Mountain Area. 4)Combined with the simulation results， this paper puts forward the countermeasure suggestions to promote common prosperity with tourism in Wuling Mountain Area. This study helps to further understand the multifaceted and intrinsic relationship between tourism and common prosperity， and provides practical references for the realisation of common properity in regions in China where tourism is the dominant industry.
