Research on optimizing peer review for university scientific and technology journals in the context of new engineering discipline development

Abstract:To support the advancement of new engineering disciplines, this study systematically examines existing issues in peer review for university scientific journals. First, we dissect four core challenges confronting peer review in university scientific journals within the new engineering paradigm. Building upon this analysis, optimization pathways across two dimensions are proposed: at the technological empowerment level, leveraging big data and artificial intelligence for precise expert matching, employing blockchain to enhance review transparency and credibility, utilizing natural language processing to assist in report generation and quality assessment and establishing online collaborative platforms to facilitate expert exchange; at the institutional level, exploring open review models, establishing diverse evaluation metrics and expert pools incorporating corporate and international specialists, developing and refining peer review quality assessment systems alongside expert incentive mechanisms, implement differentiated evaluations guided by national strategic priorities, refine the operational mechanisms for representative work assessments, and enforce comprehensive oversight throughout the entire process. This aims to provide theoretical underpinnings and practical guidance for optimising peer review in university scientific journals within the new engineering discipline framework, thereby advancing the development of new engineering disciplines.
