Abstract:The Kuomingtang government’s cadastration is based on two objectives: to increase the government’s fiscal revenue while reducing the burden of farmers, to realize the ideal of equalization of land ownership through the policy of levying land prices and premiums. The measures of cadastration include land surveying and land registration. The ways of land survey include land reporting,simple measurement of land and cadastre surveying. The influential cadastration only achieved some limited results. Because of the restrictions of the government’s control capacity and the lowness of land measurement technology, the lack of the government’s financial resources, the impediment of the local bureaucracy,and no support from the rural society, there is a huge gap between policy expectations and actual effects.
