Abstract:To carry out the positioning system of “housing is for living in, not for speculation”, guarantee the stable and healthy development of the real estate market, various regions implement strict real estate regulation in succession, and more than 60 cities have unveiled the policy of talents settlement at the same period. This study uses 70 large- and medium-sized cities housing price monthly data from 2013 to 2018, to investigate the impact of the talents settlement on the housing regulation policy by Time-varying DID. The research finds that talents settlement effectively hedges housing regulation policies in the short term. Compared in different areas, different levels and different standards of the city at the same time, talents settlement has a more apparent effect in the economic developed areas, first-tier and loose restricted cities. So it still needs to enact reasonable standards and efforts to promote “incentive compatibility” between the central and local governments, so as to avoid the gaps between the local economic growth and the housing regulation policy goals.
