Abstract:Based on industrial restructuring and environment-related data of resource-declining cities in China from 2003 to 2016,in this paper,the coupling degree of industrial restructuring and industrial triple waste emission reduction in resource-declining cities was measured. The panel VAR model was further applied to quantitatively analyze the dynamic interaction between industrial structure adjustment and environmental pollution emission. Results are as follows.At present, the coupling coordination between industrial restructuring and pollution emission reduction in resource-declining cities in China is still on the verge of imbalance. The impulse response diagram shows that advanced industrial structure promotes the emission reduction of industrial wastewater and industrial sulfur dioxide, which has a long-term effect. The emission reduction of industrial wastewater helps to force the upgrading of industrial structure. The transformation and development of resource-reducing cities should further promote the industrial restructuring. Vigorously development of the tertiary industry and high-tech industries are required toaccelerate the optimization of the economic structure and promotethe green and high-quality development of the city with the advanced industrial structure.
