Abstract In the late Qing and early Republic of China， there was a close relationship between railway and people’s daily life. Therefore， people realized that railway had play a very important role in improving their regional economic and social development. Hence， more and more persons with breadth of vision paid attenion to the construction， planning and circuit of railway. In the construction of Hunan section of Canton-Hankou railway， social elites of Xiangtan， Liuyang， Yueyang， Xiangyin went to lobby the officials in orde to make their regional benefit maximization. The phenomenon that fights for railway exists until today means the modern means of transport are important motivation to improve regional economic and social development.
