15 The Social Stability Problems Together with Political Risks of China's Economic Downturn
Yu Jianrong
While the world economy is having a general slowdown in growth, China's economic growth is also having a significant decrease in recent years. Facing the social stability problems brought by the economy downward, governments at all levels have adopted a series of measures, only bringing political risks: first, the cost of stability grows, further deepening the financial crisis. Second, safeguarding stability by high pressure and illegal strike further deepen the contradiction between officials and “ordinary people”. Third, the mainstream values confuse people, people anxiety increases, and the outflow of capital further hinders the economic development. To decode the social and political problems brought by the economic downturn needs new ideas.

42 The Optimization of Public Rental Housing Redistribution Mechanism——Based on Fairness and Efficiency
Deng Hongping Lu Li
The construction of reasonable and orderly redistribution mechanism of public rental housing is the key to the sustainable operation of it. The ways generally adopted are exchange or adjustment. The current exchange mechanism of public rental housing is one of Pareto improvement. However, increasing the number of the existing tenants' preferences revelation and the times of pair exchange, and matching automatically by G-TTC mechanism, Pareto efficient outcome may be achieved in theory. The key issue of the adjustment mechanism of public rental housing is to achieve the balance of fairness and efficiency between existing tenants and newcomers. The current adjustment mechanism simply separates existing tenants from newcomers, which can be improved significantly. In this paper, three improved adjustment mechanisms are introduced to show that TTC and its equivalent YRMH-IGYT mechanism is Pareto efficient, individually rational, and strategy-proof; while SD mechanism may be fairer.

55 Evaluation of Local Government Debt Efficiency Based on Principal Component Analysis and Data Envelopment Analysis
Jin Rongxue Mao Qiongzhi
This paper established the output index system of performance evaluation in local government debt using principal component analysis, and appraised local government debt performance in 30 province of China using the changed returns to scale model of the Data Envelopment Analysis. It shows that the efficiency of government debt in more than half of the provinces are in the stage of constant return to scale or decreasing return to scale. It is necessary to restrict excessive borrowing of local governments which is close to the maximum debt size, and control the size of local government debt in a reasonable range in order to improve the performance of local government debt. Encouraging private capital to participate in infrastructure construction, and diversifying investment structure can be beneficial to the improvement of government debt using efficiency. It is also necessary to define the government debt burden rate according to international practices and strictly abide by it. Improving the relevant legal system and local government officials’ assessment system, imposing responsibility of borrowers, and a scientific local government debt management performance evaluation mechanism are also important measures to improve the performance of government debt.

62 How to Justify Principles of Justice
Zhang Guoqing
John Rawls assumes that in the original state, the free, equal, moral and rational people would stand behind the veil of ignorance, after extensive consultation and discussion, make a rational choice to accept the principle of justice as fairness as the most reasonable one. Then, that principle has been established. For this justificaion strategy, critics quest its authenticity and validity. When people take the principle of justice as the original contract, it is not a real contract. As Rawls’s conception of justice as fairness is just a personal opinion, not an authoritative principle, Rawls has to confront the “justification/acceptance paradox”of his conception on the principles of justice. The principles of justice is the core of Rawls political philosophy. It is an important task of the current political philosophy to study the following issue, how should we justify the principles of justice, and to explore the potantial paths from political sciences or economics to those principles, and to promote the theory of justice after Rawls. And it will be a new direction to prove those principles in light of not a philosophical justification but a scientific one.

77 “Discovery” and Exploration of Buddhist Philosophy of Mind: An Interpretation Based on The Shurangama Sutra
Gao Xinmin Zhang Yu
Compared with psychology and philosophy of mind, especially the well-developed and well-renowned contemporary western philosophy of mind, philosophy of mind in Buddhism does have an upper hand. It refers to widely-discussed topics in contemporary western philosophy of mind like the quality and phenomenological features of mind, comes up with the unique questions like the relationships between mind and moksha and between the true mind and the false mind, and has constructed its own system of discourse and theories. Buddhist philosophy of mind reveals two dimensions and three discoveries. The two dimensions are the dimension of the speakable and the dimension of the unspeakable. The first discovery is to find the hidden “true mind” in common mental phenomena; The second is the observation of deep psychology as well as superficial mental phenomena, for instance, alaya, avidya and amala; The third is the finding of mental phenomena with phenomenological features(or as high-order phenomena or presented as phenomenological true mind and false mind)beside self-mastery mental phenomena.

84 A New Approach to the Edition Study of Modern Chinese Literature
Jin Hongyu Hang Taibin
The most basic science of knowledge in the edition study of modern Chinese literature is the nature of the edition, including the representation of the material form and the characteristics of the content. On this basis, the new path must be from the perspective of edition into text, understanding the function and role of text and vice text in the text construction and interpretation; the field of version also must be entered,to clarify the relationship between all the text of the original and the modified. Therefore, the edition study of modern Chinese literature mainly focuses on three key words: edition, text, version. The “edition” is associated with edition, bibliography and textual criticism; the “text” is with the text genesis and hermeneutics; and the “version” is with writing creation, linguistics, and rhetoric, etc. Therefore, the study must be an interdisciplinary research. The edition study of modern Chinese literature are often implemented as different writing forms like proofreading and book chat,or textual criticism which has more academic value.

170 The Marginal Disposition of Chinese Indigenous Psychology and Self-Transcendence
Zhai Xianliang Ge Lujia
In the process of the localization of psychology, the study of Chinese indigenous psychology is imitating and following the western psychology, and has the characteristics of transplantation. The study of Chinese indigenous psychology also depends on the local experience and thought leading to its national complex. The fusion and conflict of the two causes the study of Chinese indigenous psychology to produce the “marginal disposition”. As to the reasons of the “marginal disposition”, the academic advantage of western psychology is the external cause. The internal reasons are: lack of willingness and ability of introspection and criticism, marginal personality tendency of native scholars, the overseas study activities without introspection and criticism, and utilitarian academic evaluation system. On a deeper level, this is related to the scientific concept of indigenous psychology, the confusion between the attitude towards culture and the attitude towards knowledge, and so on. The solution of these problems is conducive to the construction of native psychology with Chinese characteristics.
