A Study on City Points System for Household Registration in China
Zhang Xiaojing Chen Bo
Hukou(户口) is an important issue in China. So far, there are 11 cities where the points systems for household registration have been implemented since from the Third Plenary Session of the 18th Central Committee of the CPC. However, little is known about how the new reform on points system for household registration go. This paper, therefore, explores why and how this reform implemented. Moreover, the deeper incentives behind the points system are found. There are four different models among the 11 cities in China. Finally, the paper also suggests that the new policy reform could not only regulate the population, but also achieve good governance.

The Politics of City Sizes: Why Migration Control Policies in Mega Cities Won’t Work?

In 2014, the Chinese government reseted the classification criterion for city sizes, converting from four to five types, tightening the control over the number of internal migrants in mega cities and large-scale cities. Nevertheless, stringent policies like these failed to reach anticipated consequences of the regulation of migration. This paper points out the following reasons why this failure should occur: the government finds difficulties in deterring the influx of migrants; the management of group renting is not feasible; higher income and better opportunities for career development motivate internal migrants to work in cities other than attaining quality public services, etc.

One Game Theoretic Explanation of the Failure in Preparation for Constitutionalism in the Late Qing Dynasty

Preparation for constitutionalism in the late Qing Dynasty is the first democratization reform in China, and analyzing its process and causes of failure with the model of strategic interaction is helpful to supplement existing researches. This article involves methodology innovation. The result of the democratization transformation is based on game behavior among the conservatives, the innovationists, the moderates and the radicals. Preparation for constitutionalism is a political reform, whose results are based on the game behavior among the aristocracy, the Northern warlords, the constitutionalist and the revolutionary. This article explains the process and result of preparation for constitutionalism with the model by Przeworski, and finds that the failure in preparation for constitutionalism leads to democratic revolution. The success of new-democratic revolution by the leadership of Chinese Communist Party is the historical inevitability.

Building Deliberative System in China: Issues and Challenges

Building deliberative system is one of the major tasks of comprehensively deepening reforms. This article will study the development of deliberative democracy in China from a systematic approach and discuss its three important issues and challenges. It argues that although various deliberative forums have been established in recent years, they still face some challenges: there is a lack of motives for institutional innovation because of the misunderstandings about the nature of deliberative democracy; the basic frame of deliberative system is built without a mature public sphere to match it; institutional innovation helps to integrate deliberative system with other political institutions, but there is still plenty of work to be done in integrating the deliberative forums in civil society into the system.

The Measurement of China's Index of Financial Inclusion and Its Relationship with Poverty Aueviation: Analysis Based on Provincial Data

Based on the concept of financial inclusion in the financial system, this paper constructs China’s provincial index of financial inclusion so that the financial inclusive development level can be estimated comprehensively. The measuement results show that most of financial inclusive levels in China are in the range of 25% to 35% and an increasing trend from west to east is expressed. Based on the measurement of the provincial financial inclusion level, the paper uses provincial panel data and systematic generalized moment estimation method to analyze the existence of positive social effect between financial inclusion and poverty alleviation. The empirical results show that financial inclusion plays a role in poverty alleviation through economic growth; there is a stable positive relationship between financial inclusion and poverty alleviation; and the improvement of financial inclusion level is conducive to the alleviation and elimination of poverty. The policy implication of this paper is that we should strengthen the construction of financial infrastructure and ensure the regional balance of the development of China’s inclusive finance system while regulating the standard of inclusive finance industry; financial inclusion should play a positive impact on the poverty alleviation and the low-income groups should be ensured to benefit from financial services; and we should strive to enhance the financial services level of small and medium-sized enterprises.

Chinese Decentralization、 Expenditure Bias and Fiscal Expenditure Efficiency——Analysis of Tobit Model Based on Provincial Panel Data

Based on the provincial panel data of 2000-2015, this paper makes an empirical study on the efficiency of fiscal expenditure in China under the framework of DEA-Tobit. DEA results show that the overall level of China's fiscal expenditure efficiency is low, and there are obvious regional differences: comprehensive technical efficiency in eastern region is the highest, followed by the central and western regions is the lowest. The main reason for the low efficiency of financial expenditure in the eastern region is that the scale efficiency is lower and the return to scale is decreasing, while in the central and western regions the veason is mainly due to the lack of scale investment. The empirical results show that, under the influence of expenditure bias, there is a “inverted U” relationship between fiscal decentralization and the efficiency of local government fiscal expenditure. Regional empirical results show that: “inverted U” relationship between fiscal decentralization and expenditure efficiency is established in the three regions, but the inflection points are different. The role of fiscal decentralization in the three regions also has significant differences. Decentralization in the eastern region has already exceeded its inflection point, and has a significant hindering effect, but still plays a significant role in promoting the central and western Regions. This paper also puts forward the corresponding countermeasures and suggestions.

Two Handed Theory and Its Economic Ethical Implications

The “two handed theory” is one of the core viewpoints of Xi Jinping’s political economics. The so-called “the invisible hand”, was first put forward by Adam Smith, and then dug and discussed thoroughly by Hayek, it is spontaneously emerged by the market economy. The order formed by “the invisible hand” has more advantages than the man-made order constructed by “the visible hand”. The concept of “the visible hand” has at least four connotations in the context of western economics. In addition to the first one, the other connotations include the affirmation of government intervention and the opposition to liberalism. Therefore, there are implicit opposition of economic ethics orientations behind the “the invisible hand” and “the visible hand”. The first economic ethical orientation contained in the “two handed theory” of Xi Jinping’s political economics is the complete negation of the traditional planned economy; The second economic ethical orientation is that the government needs to use “the visible hand” to lift and protect “the invisible hand”; More importantly, the third economic ethical orientation is to make “the invisible hand” and “the visible hand” together in the form of promoting the socialist market economy with Chinese characteristics. In economic development, we should take the advantages of this resultant force to catch up with the advanced countries and achieve The Chinese Dream of the great rejuvenation of the Chinese nation.

The overall vision, systematic thinking and scientific methods that used to recognize the culture by Xi's cultural thought has formed a holistic perspective of culture. Xi's cultural thought is served to indicate directions for the cultural heritage of Chinese nation, to provide a Chinese program for the exchange and mutual assistance of human civilizations and unite the ideological guarantee for the consolidation of the administrative foundation of the Communist Party of China(CPC). Based on the combination of theory and practice, Xi's cultural thought has established the strategic position, target tasks, innovative paradigm and development path for the construction of socialist culture with Chinese characteristics.

A Paradigmatic Novel of Limited Perspective and Limited Narration——A Reinterpretation of The Romance of Hulan River by Xiao Hong

The Romance of Hulan River is the last masterpiece of Xiao Hong which marks the peak of her literary creation. The former studies were trapped in the paradigm of social criticism which over emphasized the novel’s rethinking of national character and its content. The researchers have not fully recognized the significance and value of the novel from pure literary perspective. The present study aims at exploring the true literariness of the novel in formal approach by seeking for the internal and implicit structure from the perspective of narratology. The analysis will focus on the following aspects,implicit author,narrative structure,plotting and the possibility of limited narration,the intentional structure of naivety and poetry and immature narrative perspective,as well as its sublimity of limited narration——“ my figure is above me”. And all these constitute the true literariness of the novel and leads to its immortality.

On the “Assistants” in Kafka’s Fiction

As one of the greatest writers in the 20th century, Franz Kafka has created a host of impressive images. However, scholars have not paid enough attention to the “assistants” in his writings. The origins of these “assistants” should relate to Kafka’s experience in Yiddish plays, reading, films, and paintings. Correspondingly, his “assistants” display the features of “drama”, “body language” and “subjectivity” , performing functions of intermediaries and generability in the texts. Meanwhile, their comic nature makes the texts panic and meaningless. The innate “subjective deficiency” of the “assistants” and the “lost of the master’s subjectivity” it leads to reveal the existential plight of modern people either as “assistants” or as “masters.”

Chinese literature in the 20th century is full of contradictory movements and tension structures of various forms, the complex interaction between the positive and negative effects of literary theory and creation is one of the specific manifestations.The two-way relationship between “advance and lag” influences and restricts the healthy and reasonable growth of creation and theoretical criticism,the intermittent ups and downs of “affinity and alienation” forms the balanced and imbalanced development tendency of literary trend,and the situation of “aphasia, gaffe and anomie” of literary theory is the far-reaching and intensifying serious symptom of literature in this period,which also deeply involves in the evolution of literature since 1990s,and vividly illustrates the complex historical appearance of “progress and retrogression” of literary theory and creation.

Harmony is the essence of Chinese culture and the highest level based on the philosophy of “unity of heaven and man”. The emergence and development of this concept have a long history,which is not only derived from the central plains culture, but also born in the Sanxingdui culture.The cultural phenomenon reflected by the Sanxingdui ruins reveals harmony information, with the spirit of harmony showing in its religious activities and the harmony characteristics of its artifacts’ modelling. Sanxingdui culture is one of the early origins of the cultural and psychological structure and aesthetic category of harmony in China.

The Evolvement of the Order of International Law in East Asia——From the View of the Transitions of China-Ryukyu Relations

By reviewing the past of China-Ryukyu communication in the Ming and Qing Dynasties, we can clearly see how the traditional international legal order, which is totally different from nowadays’ western mode, effectively works in East Asia. What’s more, we can also indicate the huge economic benefits and national security concerns at the back of this kind of international legal order. Ryukyu’s overturn, coursed by Japan’s invasion, as the key point of the transition of the international legal order in East Asia, declared that the traditional international legal system which is China centered was going collapsing. All the nations in Chinese cultural circle were forced to enter the newer international legal order which is belonging to western colonial system by the trend of history.

From comparing the residential settlement patterns,economic structures,water management patterns and power radius in different regions,this paper discusses the formation mechanism of rural social order in Hubei and Hunan provinces during the Ming-Qing Dynasty.The patterns of rural residential settlement were decided by the environment and economic structures. The rural public sphere was delimited by the water management patterns and governance type. The economic structures and water management patterns were the adaptation of human being to the environment.The residential settlement patterns and the radius of power were the result of historical selection.

There are also obvious dualities in the marriage legislation of the Tang Dynasty, i.e., some legal provisions are authoritarian, backward and conservative, however, others have more free, advanced and open components.

The Research Development of Electronic Colonialism Theory

Electronic colonialism theory(ECT) is first constructed by media-study scholar Thomas McPhail in 1981. This theory explains how worldwide media are collectively influencing the native audience’s minds and behaviors. To some certain extent, the process of electronic colonialism can also change the native cultural and social processes. Applying the method of literature review, this essay intends to study and discuss the following issues: the historical background of ECT, its theoretical background, its main focus, as well as its future. This essay’s core issue of interest lies in the discussion of the research development of ECT. The conclusion part of the essay aims to start from the perspective of traditional mass media’s transition to new media, and analyze the relationship of power and discourse, therefore interpret the current critical point of the theory’s developing process.

On the Factors and Influence of the Classification and Grading of the Social Science Digests and Reprinted Journals in Higher Education Institutions

The paper sorts out the classification information of the three major digests, i.e. Xinhua Digest, Chinese Social Science Digest, Academic Liberal Arts Colleges Digest, and Replicated Journal of Information Center for Social Sciences of RUC as academic assessment factors in different higher education institutions and analyses the related aspects for the grading system. There are three elements for journal grading: academic level of the papers reprinted in these journals, academic reputation of the journals and their dissemination effects, comparative paper evaluation standard provisions for different disciplines. And a journal’s academic level is the main indicator for its grading category. The assessment is beneficial for scholars to improve their academic competences and promoting the dissemination and impacts of the academic papers, etc. Nevertheless, some scholars and journals cater to the tastes of these journals, resulting in forming an impetuous atmosphere in academic research. Therefore, higher education institutions should be aware of the assessment limitations.

Investigation and Reflection on the Development of Teacher Education——Based on the Field Investigations in Hubei Province

Based on the field investigations of 8 cities 16 counties in Hubei Province, the research investigated the problems of teacher education in enrollment, cultivation process and effect. Teacher education has made great achievements, but still has some problems in the aspects as the recruitment, curriculum setting, internship effect, teaching staff, cultivation effect, etc. The decline of teachers’ socio-economic status, over-integration of normal colleges and lack of self-innovation ability are the main reasons. It believes that, the basic direction of teacher education reform is to revitalize normal education, highlighting the subjectivity status of normal colleges. From the reform and development trend of education in China,the only way to revitalize normal education is to strengthen the professional attraction of teachers, improve the enrollment and talents selection mechanism, deepen the curriculum reform of normal education and attach great importance to cultivate students practice ability.

The Mental Logic and Development Path of Institutional Trust

Institution treats lots of incentive means and coercive measures as carriers, and strives to demonstrate the legal status, professional competence, execution intensity, and public awareness of the substantive organization to all members of society. In the open, fair and efficient condition, institution ensures the principle that all members of society and organizations meet the basic interests of society and the legitimate interests of all parties, and completes the social interaction and cooperation. The psychological logic of institutional trust is embodied in three aspects: “with institution in exchange for time”, “with concept in place of process” and “ with culture training habits”. It is an important means to protect the system of trust to strengthen the system supervision, to construct social fairness and justice, and to achieve social freedom and equality. We should strive to foster the psychological habits of citizens to actively engage in social cooperation and broad social participation, advocate citizens to pay orderly rational attention to social politics and people’s livelihood affairs and thus promote citizens to maximize the development of the community’s general institutional trust in the public life world.
