Food Safety Regulation of Online Meal Ordering: A Study from the Perspective of Smart Regulation

In the age of big data, online meal ordering industry fostered by Internet+traditional catering industry witnesses a rapid increasing, however, there are also obvious characteristics of high information asymmetry, high externality, high fluidity and high risks and so on which can cause more food safety risks than offline catering industry. Unfortunately, there are many drawbacks in current regulatory systems such as its value, speed and tool. This paper introduces smart regulation theory, carries out systematized organization and integration of relevant theories and opinions, making clear advantages of the smart regulation theory in solving challenges on safety regulation of online meal ordering. It compares smart regulation theory with traditional “command and control type” regulation theory from four dimensions—regulation values, regulation bodies, regulation tools and regulation effects. And then, by using four dimensions of smart regulation theory, profound analysis is conducted on main causes for food safety regulation problems of online meal ordering. In addition, it offers a grand regulatory system framework based on government, food company, consumers and other guarantee mechanisms, advancing a series of policy solutions such as effective employment of policy tools and ICT application. By means of those frameworks and solutions, it can helps to foster a good and effective new regulatory regime in food safety of online meal ordering which can accomplish a winwin regulatory game.

Beyond the Reconstruction: Toward Adaptive Regulation

This article divides the reform of China’s food safety regulation system stemming from 1992 into four stages: open regulation, separated complimentary regulation, synthetical complimentary regulation and centralized complimentary regulation. Although regulatory agencies have been repeatedly reconstructed, the way of regulating relying on entry has never changed practically. The way of regulating embodies the basic regulating ideas, namely by granting entry permits,which assumes a static and almighty state. This article argues that to tackle down the dilemma of current food safety regulation, our government must go beyond the reorganizations of regulatory agencies and adopt the idea of adaptive regulation. Regulation is not something that can be done once and forever,but a dynamic process which could change and adapt itself with the change of time, technology improvement and cognitive levels and combine emerging information and technology improvement into the process.

Changes of China’s Grassroots Social Order and Its Construction Connotations

Taking the change of the nature of public relations as the core, this paper makes a new explanation of the change of the traditional social order at the grassroots level and the connotation of its construction, which is different from the previous paradigms of cognition. It is regarded that the rules of traditional grassroots social order had been embedded in the state power system, presenting not only the nature of spontaneous order characteristics, but also the realization of the function of the state authority part of the order. Embedded pattern of social governance and social order is then constructed on the basis of power dominating relationship. The tradiotional grassroots social order rule was lasted in the process of the construction of nationstate since modern times and casted into the new and changing social structure. Therefore, it is necessary to explain the rule structure and system significance of current grassroots social order from the perspective of the continuity and relevance of history and present. Also it is necessary to promote the modern structure of grassroots social order at publicoriented social relations and the grassroots social autonomy system. That is, the establishment of public relations and public rules at grassroots social order needs to be built on the historical traditions of lawful order at the grassroots level and the rules of modern.

Catalytic Effect or Substitution Effect? An Empirical Analysis on Internet Use and Sudden Mass Disturbance Based on CGSS2010

Existing literature on the relationship between Internet use and sudden mass disturbance is controversial, mainly embodied as the two views of catalytic theory and alternative theory. Based on a large sample survey data of Chinese General Social Survey 2010 (CGSS2010), this paper quantitatively studies the impact that Internet use exerts on peasants’ participation in sudden mass disturbance in China. Results show that, the effect that Internet use has on peasants’ participation in sudden mass disturbance is not significantly positive but significantly negative. Namely, the Internet use exerts no catalytic effect but substitution effect on peasants’ participation in sudden mass disturbance. Based on the findings and given that current scale of rural Internet users is still far smaller than that in urban China, to take effective measures to further promote the popularity of Internet use in rural areas and narrow the ruralurban information gap is of great importance for promoting the sustainable development of grassroots democracy and social harmony in rural China.

Rural Community Service in Institutional Space——A Preliminary Framework for Interpretation

The existing researches about the rural community service are mainly from the three kinds of theories that are community, public service and social work to explain the different aspects of community service such as endogenous and mutual aid, civil rights and market failure, community participation and helping people to help themselves. On one hand,they ignore the institutional environment and tend to ought to be study; on the other hand,they put the community service in the narrow space of community which is not conducive to understand the constraints of rural community service and supply logic in China. Based on this, it is necessary for us to try to examine the relationship among governments,rural orgnizations and peasants from the institutional space perspective and to show how the current system sets and affects the rural community service system and how community service runs under this unique system space.

Contribution Rate and Accounting Interest Rate of the Basic Oldage Insurance for Enterprise Employees

Using an overlappinggenerations model, this paper investigates the basic oldage insurance for enterprise employees. Envisaging the reality of the accounting interest rate being lower than the market interest rate,it examines the effects of the individual contribution rate, firm contribution rate and accounting interest rate on the capitallabor ratio, per capita consumption and pension benefits. By controlling the policy variables to adjust the capitallabor ratio to the modified golden rule level,it finds the optimal combination of policy variables. It also examines the effect of population growth rate on the optimal accounting interest rate, and estimates the optimal accounting interest rate and contribution rate while the old dependency ratio peak and looks for its implementation. It is shown that raising the accounting interest rate and individual contribution rate and reducing the firm contribution rate can increase the consumption, capital stock and pension benefits. If the optimal accounting interest rate can be higher than the five year bank deposit interest rate, then it can not only reduce the optimal individual contribution rate, but also evidently reduce the optimal firm contribution rate.

Stock Market Anomalies and the Price Efficiency of AShares
Xu Bu
Based on the Ashare sample from January 1997 to June 2015, this study employs portfolio sorts and FamaFrench fivefactor model to comprehensively test the performances of 21 common stock market anomalies, and investigates the relation between market efficiency and the performances of various types of anomalies. It finds that: (1) Six anomalies yield significant real spreads and the spreads in four of them cannot be absorbed by five factors; (2) The spreads of anomalies from trading data disappear after longer holding periods, while the spread of a financialdata anomaly increases steady and remains significant as time goes on; (3) Although some anomalies perform poorly in the short term, they yield significant but limited real spreads in the long term. The results provide empirical evidence that tradingdata anomalies appear as results of market inefficiency. It also implies that the Ashare market is efficient to some extent in the long term, but the shortterm price efficiency needs to be improved.

Analytical Marxism and Contemporary Liberalism——On John Roemer’s Critique of Liberalism

Liberalism is dominating over contemporary western political philosophy, while analytical Marxism is most powerful in the schools of western Marxism. Analytical Marxists may have close relationship individually with liberalists, but they all take a critical position to liberalism. Contemporary liberalists may divide into three schools on the distributive justice, and John Roemer, a wellknown analytical Marxist, makes severe critique of all three schools. They are equalitarian liberalists (such as John Rawls), liberatarians (such as Robert Nozick) and luck equalitarians (such as Ronald Dworkin).

Idea of Justice in Das Kapital and Its Manuscript

This paper systematically elucidates the historical background, basic content and important significance of the idea of justice in Das Kapital and its manuscripts. It points out that, For the first time,Marx discussed justice from the height of historical materialism which is the philosophical dimension,thus made the idea of justice have the fundamental and general significance;For the first time,Marx connected the idea of justice with the development regularity of human history and the overall development of each individual's freedom;For the first time,Marx regarded the equality situation in production as an indicator of social justice situation. It also analyzes that, Marx's idea of justice has practical guiding significance to grasp the justice situation of current capitalist societies and their idea of justice. It reveals that, the supplyside structural reform advancing in China is the concrete application of Marx's idea of justice,which already and will futher improve the social justice of our country in a better and faster way.

The New Research on the Interpretation Methodology of Guo Xiang’s Chuang Tzu’s Note

Considering there are some misunderstanding in academia that taking “reposing the words to express meaning” as the radical method of Guo Xiang’s annotation on Chuang Tzu, also regarding it as the radical method of unifying Confucianism and Taoism,reconciling “nature” and “the Confucian ethical code”,and establishing philosophy system,this paper follows those scholars to start a new research to propose and demonstrate three kinds of main interpretation methodology of Guo Xiang’s Chuang Tzu’s Note: The first of all,Guo Xiang mentioned that achieving the spiritual essence and ignoring the expression method,namely finding the true meaning expressed by original author by “reposing the words”. Secondly,he specifically analyzed the art of the composition of the text,explaining and inferring step by step. Thirdly,Guo Xiang maintained that the interpreters should participate in the argument of the classical text to explicate the art of the composition. This paper holds the opinion that all the three kinds of interpretation methodology are mutually complementary as well as independent of each other,which is also the essential characteristics and uniqueness of Guo Xiang’s Chuang Tzu’s Note.

The Dissemination of “Seventy Disciples” and Confucianism in the Jiangnan Region

“Seventy disciples” is used to call the celebrities of Confucius’ disciples. Zi Gong, Zi You,Zhan Taimieming and Han Bizigong in the “seventy disciples” had been to the Jiangnan region. The academic feature of those people was “literature”, which belonged to Confucianism, with the tendency of Taoism. Their thoughts were transmitted from Qi and Lu states to the Jiangnan region,which basically matched the feature of the regional culture in Wuyue and reflected the ages characteristics of early Confucianism’s dissemination.

Value Orientation and Identity of Jiang Hu Poets in the Late Southern Song Dynasty

Understanding the Jiang Hu Poets and their creations from the social level,this paper finds out that an autonomous poetry field is forming in the late Southern Song Dynasty. Poetry is still the most important literary style,although the poet is marginalized in the power structure owing to the reform of the imperial examination system. A certain social space then is formed in which some people have the identity of a poet, making a living by poetry,which shows that the field of poetry is relatively independent. The emphasis is put on literary writing’s value and principles,not political mainstream thought. The pure literature natue and common trend of poetry writing is one of the characteristics of modern literature.

In history works in the late of Spring and Autumn period,morality and political position had become the main purpose for narrative.Historian seeked for narrative methods to record historical facts as well as to show their political position,which improved narrative level and carried the history of literature forward.

From Kenkenroku to Learn the Mysterious Logic of Japan’s Aggression against ChinaSun

A personal diplomatic memoir Kenkenroku was written by the Japanese foreign minister, Mutsu Munemitsu during the SinoJapanese War of 1894. It not only provides the mysterious logic the “truth” and “mystery” of planning, launching, promoting the SinoJapanese War by Japanese decisionmakers at that time,but also reveals the true reason why Japan had successfully defeated China. The former includes:the deceit excuse of “a good reason for waging a war”; the sly means to eliminate tactics of interference; contemptible means on crisis public relations;the sinister means of threatening to swallow the consequences. The latter refers to the fact that Japan won is not only by military “hard power” such as ships and guns, but also by its diplomacy, talent pool, consensus propaganda, intelligence spying and other “soft power”. This discussion not only helps to evaluate the position and function of Mutsu Munemitsu and “Mutsu Diplomacy” in the war, and benefits to summing up and absorbing painful lessons on history from the SinoJapanese War,especially having an insight into the mysterious logic of Japanese aggression against China.

Zhang Taiyan’s Interpretation of Taoist and Legalist Political Philosophy around the 1911 Revolution
Wang Rui
Around the time of the 1911 Revolution, Zhang Taiyan expressed his political criticism through novel interpretations of the preQin Taoist and Legalist thoughts. A particular target of his was the representative system since the late Qing Dynasty, which had been advocated by Huang Zongxi, popularly known as the pioneering theorist of Chinese democracy. Based on Lao Zi’s idea of “the disregard of the wise,” Zhang argued that instead of a total abandonment of civilization, Lao Zi was hinting at more Legalist and more objective standards in the selection of officials. He thus asserted that Huang’s proposals, dwelling upon subjective criteria, would only lead to misgovernment rather than the true rule of law. On the other hand, Zhang was also aware of the limitations of Legalism in the overreach of the state power. He drew upon Zhuang Zi’s theory of uniformity and emphasized an explicit check of such power. Jian Lun was where Zhang tried to reconcile the Taoist and Legalist thinking in search for a genuine rule of law that could safeguard the interest of the mass. Without tearing tradition apart from modernity,Zhang was attempting to reinterpret past Chinese ideas and illuminate on their contemporary relevance.

Empirical Analysis and Regulation by Law on Microblog Rightsafeguarding Action——From the Perspective of the 110 Typical Cases in China

The development of microblogging technology and the influence of “rightbased” thought have been increasingly concerned by the society. When the existing channels for right protection are not smooth and lack of credibility, microblog will be able to survive in the legal action outside the system. It is been investigated that microblog activist behavior has different characteristics from traditional rightsafeguarding behavior in the aspects of the main body, object, process and results through the 110 typical cases from 2010 to 2016 in China. Although microblog rightsafeguarding action has played a positive role in social supervision, political participation and dispute resolutions, it impacts the inherent requirements of the lawabiding people, leads to the conflict between public opinion online and judicial independence to some extent, increases the difficulty of the institutionalizing of rightsafeguarding by the law. Consequently, microblogger’s behavior should be enhanced on the basis of boosting the legalization of cyberspace. From the perspective of individual, microblogger’s behavior should be enhanced on the basis of citizen’s legal conception; from the perspective of nation, judicial activism should be heightened and correlative laws and regulations should be improved to achieve the protection of civil rights.

Based on the survey of the implementation of The Supporting Project of Rural Teachers(2015-2020) issued in 2015 in more than 120 rural primarysecondary schools in 6 provinces,this paper finds that, The policy has achieved positive results,but there are some problems in the implementation of the policy. It then suggests some measures, such as strengthening efforts to propaganda, building provinceoriented salary guarantee mechanism for rural teachers, strictly carrying out the supplementary and withdrawal mechanism, improving the system of teacher positions management, and etc.

Empowering: Building a Needoriented Teacher Team Construction Road for Small Rural Schools——Based on the Survey of the Implementation of The Supporting Project of Rural Teachers in 6 Provinces

The quality of teachers is the decisive factor for education quality of small rural schools. Based on the survey of the implementation of The Supporting Project of Rural Teachers(2015-2020) issued by the state in 2015 in small rural schools in 6 provinces, this paper finds that, the policy has brought positive results to the teacher team construction. But compared to the nonsmall schools in rural areas, the overall level of teachers in small schools is still lower than that of nonsmall schools, which restricts the development of small rural schools. It then puts forwards that, to promote the construction of teacher team of small rural schools, it is necessary to take empowering as a new development theory instead of the theory of attached development, urbanized and standardized development, and it is necessary to implement a series of institutional changes focusing the special existing situation and development demands of small rural schools and their teachers so as to build a needoriented teacher team construction road for small rural schools.
