Abstract：In order to make a complete, systmatic and scientific analyses of the present status and development of China's physical culture cause so as to reveal all the internal relationships in the field of physical cultuer; in order to strengthen the target management of China's physical culture cause, so as to ensure the coordinated growth of our physical cultue cause and all other causes; we have, on the bases of system theory, control theory and information theory, studied and established ISCPC (the Index System of China's Physical Culture) System. In this paper, we briefly introduced the basic model and its merits, basic frame structure of ISCPC System and characteristics of our reseach methods.
