Abstract：Through to comparating the solution of urban-village problem, pointed out the existing plan safeguards in with difficulty the urban-village transformation goal realization, causes the government to fall into the difficult position. Based on this, this article proposed a new method that the conflicts of interest will be resolved through the land securitization, namely the realization government the goal of renovation and the guarantee the village inhabitant's economic interest.
