Abstract：In view of the international controversy between "the theory of knowledge" and "the theory of instrumentation" concerning computer education at middle schools, the author has conducted investigations and experiments and made studies and analysis by applying the principles of educational sciences, and consequently put forth the "theory of interaction of knowledge and competence", on the basis of which he has done a tentative approach to the formulation of the syllabus for computer teaching at middle schools and this experimental work will, it is hoped, provide material for the scientists and educationalists in their endeavour to establish computer educational science.
