Abstract：Rainstorm and lowlying relief are the main causes of waterlogging disaster in Wuhan. The effects upon the waferlogging disasters analysed from Wuhan City Social Environment System, the strategic measures include:intensifying synthetical disaster preventing consciousness, developing synthetical study on waterlogging disasters, enforcing synthetical supervision on waterlogging disasters, consolidating the ability of withstanding disasters, adding the input to the construction of drainage engineerings, strengthening the legal systematic administration upon synthetical reducing disasters.
