Abstract：Because of neglection of environmental management, lake sedimentation, large scale reclamation of lakes, irrational distribution of agriculture, the flood regulation capacity of the lake is descending, and flood stage is risen and prolonged, the frequency of flood and waterlogging disasters rises and their damage is enlarged in Jianghan Plain lakes district. In this paper, the countermeasures of reducing disasters in the lakes district are presented as follows: (1) Ecological disaster reducing strategy should be placed as an important part of territory exploitation. (2) Reclamation of lake must be forbidden, the reclamation without storing floodwater should be readjusted into new land use system with flood storage project, new flood division area should be opened up. (3) Flood refuge agriculture design and application of flood-tolerant production technologies.
