Abstract：How to choose a useful moving picture and store it, or locate it for save or display through the network, has the very important value for application. But moving picture has some shortcoming, it needs huge of memorizer space. Specially in real-time storage, the most important problem is how to compress and encode the moving picture, and assure as many as possible save the important video information in limited disk and ROM. This article worked over a type of moving picture's secure transfers and storage platform, give out the architecture of the platform, and introduced the video information encoding arithmetic of the platform.
