Abstract：This article deals with the basic features of the drought disasters in Hubei: universality,regionality,seasonality,continuity. It holds that the frequency of drought disasters in Hubei owes to the impact of natural factors and human activities,such as factors of weather and climate,landform,environment and water resources,society and economy.In order to take precautions against drought disasters, It also gives out several measures,such as increasing competence of technology and management,accelerating construction of water conservancy facilities,completing an argriculture drought relief system,making artificial rainfall,improving ecological environment,etc.
