Abstract：Based on the many years' experiences of work on the embankments in Hubei province, the paper analyzes six existing problems in the embankment of the Jinjiang river, a part of the Yangtze river in its middle reach, and the middle and lower reaches of the Hanjiang river. These problems are, (1) the standard of embankment against flood is low, (2) adjustment capacity for water storage is decreasing, (3) safety efficiency of the embankment is low, (4) the facilities (culvert with sluice gates, and pump stations) to drain flood do not work well, (5) watercourse system against flood has defects and (6) communication is not smooth partially during the work against flood disaster. And it proposes six measures against flood disaster: consolidation of the embankment, renovation of watercourse, adjustment of water storage by reservoir, planning and construction of depression areas in which floods occur frequently, measures against flood in cities, and non engineering measures against flood.
