Abstract：This paper applies utility theory of economics to the analysis of the different housing consumption utility of workers under physical allocation system and reserved funds system. It points out that physical housing allocation system leads to ineffective housing consumption and inefficient housing allocation while reserved funds system can rationalize housing consumption and perfect the disposition of housing funds. It applies mathematical approach to the demonstration of the serious consequences of uncontrollable demand for housing caused by physical housing allocation system.
