Abstract：The problem on prevention and cure of flood/drought disasters in Hubei is analyzed. It is concluded that it is necessary to reestimate the bearing capacity of natural environment impacted by human activities, and the measure on the flood in Jianghan plain and the drought in north Hubei should be paid much attention, especially the forecasting and evaluation for those utmost disasters. Because of the amount inconsistency of water resource between the reaches of Yangtze River and north China plain which often results in "flood in south China and drought in north China", it is important to put harness across different Rivers into practice.
