Abstract：It is not suitable to developing industry in Three Gorges, while the geography surroundings in Zhicheng which lies in the edge of Three Gorges is good. If the region from Zhicheng to Yichang can be developed as a large industrial city, it will make important effects to Three Gorges, the upper and middle reaches of Changjiang River, the whole valley of Changjiang River and the development of the west. And finally this paper discusses the preliminary plan that develop Zhicheng into a large industrial city.
