Abstract: The important question on R&D of command and control of warship is establishing the requirement structure of C3I system. This paper analyzes the Observe-Orient-Decide-Action proto-type model of command and control of warship at first, then designs the model using object-oriented unified modeling language, which describes the combat element, tasks and information flow in the combat system. Meanwhile, the proto-type system also defines the generation, transformation and exchanging of combat information flow. All the research provides the basic feasibility for the requirement structure of C3I system.
