Abstract：The existing methods do not take the different concerns of different evaluators into account.This paper brought forward the evaluators-oriented method.According to the method,the influencing factors are originally divided into three groups: common,special and local.Considering the investment environment forecast(evaluation,) post-investment evaluation,attitude of the investors to the risk and the relation of the risk to the utility,the method flexibly establishes the common,special and local influencing factors' index systems by using definite criteria.The method can be more helpful for guiding the local governments in optimizing the local investment environment and the investors in making decision,than the traditional ones.
