Abstract：Based on the historical documents on the flood disaster,this paper discusses the features and reasons on the flood disaster in Hubei province.The results show that the features of the flood disaster are caused by the interaction of the nature environmental elements,human activities and its fragile preventative system to bear the disaster.The nature environmental elements conceive "excessive disaster" characteristic,the human activities lead to the flood disaster to occur frequently,and the fragile preventative system cause loss of the disaster to be severely.
