Abstract：The problem of transboundary water pollution, which does vast harms and affects extensively, is difficult to be controlled and tends to relapse. Since it is apt to induce water disputes in boundary areas, it is continuously bothering the local government departments in our country at present. This paper analyzes the systematic characteristics of the transboundary water pollution, as well as the operative characteristics of its administrative mechanism in China, thoroughly probes into the internal contradictions in the administrative system, and further proposes a comprehensive way based on the multilayered consultation to control the boundary water pollution.
