28 High-powered Incentives and Coping Strategies of Street-level Bureaucrats: Evidence from a Case of Poverty Alleviation in M County

Street-level bureaucrats often have motivations and discretions to distort policy implementation in high-powered incentive systems due to either information asymmetry or resource constraints, but our understanding of their varying coping strategies and underlying behavioral mechanisms is limited in developing countries. How to differentiate coping strategies? What drives various coping strategies? The case of poverty alleviation in China provides an interesting context for us to explore the nature and driving forces of coping strategies among street-level bureaucrats.A list of mandatary tasks for local governments are specified by the target-based responsibility systems, which quantitatively measure their performance and bind it with pecuniary and career incentives. By using in-depth interviewing, participant observations, and archival data in the case of M county in Gansu province of northwestern China, among the nine antipoverty performance measures, we find that grassroots cadres either honestly implement the policies or partially or wholly manipulate the systems. These findings suggest that the coping strategies of street-level bureaucrats are jointly shaped by task attributes, incentive structure, and personal cognitions, which contribute to our understanding of policy implementation at local level.

42 Modernization of Rural Governance:Governance Models, Key Issues and Implementation Paths——Summary of Fourth China County Governance High-level Forum

The Fourth Plenary Session of the Nineteenth Central Committee of the Communist Party of China proposed to promote the modernization of the national governance system and governance capabilities. Rural governance is the basis of national governance. Its modernization is not only a solid foundation for rural rejuvenation, but also relates to the realization of the goal of modernizing national governance. Taking the “Fourth China County Governance High-level Forum” as an opportunity, hundreds of experts and officials conducted in-depth discussions on the governance models, key issues, and implementation paths of the modernization of rural governance. Participating experts generally believe that the capacity to maintain rural stability and ensure rural development depends on the choice of the rural governance models. To promote the modernization of rural governance, we must accurately grasp key issues such as farmers’ participation, agricultural land reform, and capital investment. The final implementation of rural governance modernization needs to start from three aspects: optimizing the main body of multiple governance, strengthening the supply of various systems, and promoting the construction of rural customs and civilization.

48 Whether the “War for Talents” Is a Hedge against the Real Estate Regulation Policy——A Study Based on the Talent Settlement Policy

To carry out the positioning system of “housing is for living in, not for speculation”, guarantee the stable and healthy development of the real estate market, various regions implement strict real estate regulation in succession, and more than 60 cities have unveiled the policy of talents settlement at the same period. This study uses 70 large- and medium-sized cities housing price monthly data from 2013 to 2018, to investigate the impact of the talents settlement on the housing regulation policy by Time-varying DID. The research finds that talents settlement effectively hedges housing regulation policies in the short term. Compared in different areas, different levels and different standards of the city at the same time, talents settlement has a more apparent effect in the economic developed areas, first-tier and loose restricted cities. So it still needs to enact reasonable standards and efforts to promote “incentive compatibility” between the central and local governments, so as to avoid the gaps between the local economic growth and the housing regulation policy goals.

60 Redistributive Effect of China’s Pension System Based on Wealth

By using the 2016 China Family Panel Studies (CFPS) data and measuring all kinds of social security wealth, this paper analyses the effect of China’s old-age pension system on the wealth distribution. The results show that the pension system has a positive redistribution effect on all residents, which makes the Gini coefficient of national, urban, and rural residents’ wealth distribution decrease by 5.53%, 11.39%, and 8.97%, respectively. In comparison, the system has a greater redistribution effect on wealth distribution for people who have social security wealth, which reduces the Gini coefficient of the national, urban, and rural areas by 12.18%, 25.67%, and 16.09%. Across different wealth groups, China’s pension system redistributes wealth from the highest wealth group to the other low-wealth groups. The decomposition results show that there are large disparities of the social security wealth between urban and rural areas, which has weakened the redistribution effect of the pension system nationwide to some extent. In order to further improve the eect of the pension system, the government should make more efforts to expand coverage and narrow the pension gap across different groups.

70 The Emergence of E-sports Culture in Chinese Context

The generation rules of any cultural phenomenon in the world are similar, but every specific generation trajectory has its own character. With the growing size of the E-sports system and the increasing complexity of the related fields, the definition of the connotation of E-sports culture is also continuously extended and broadened. Using the Youth Sub-culture theory to analyze the E-sports culture can not answer the question of “what is E-sports culture”, but from the multiple perspectives of the Internet era, consumer symbols, identity, and ritual resistance, we could approach and understand the reality of E-sports’ culture better in the consideration of various cultural relations in Chinese context. At the same time, E-sports culture also starts a new cultural turn in the new era, gradually extending into a type of culture that complements and interacts with mainstream culture, which also constructs original experiences with global significance for Chinese youth sub-culture theory.

78 A Cultural Interpretation of Villagers’ Body Presentation in Rural Original Video Clip—— A Case Study of Representative Accountsand Videos in Kuaishou APP

Under the influence of many factors, such as the lowering of technical threshold, the promotion of video platform and self-consciousness awakening of villagers, original video clip in rural areas springs up and becomes an important component of video clip that can not be ignored. A large number of rural residents settle in the Kuaishou APP , and pick up mobile phones aiming at themselves or other people in the countryside, to show their lives or skills. Thus the body becomes an important symbol for villagers to narrate, as well as a way to construct the image of individuals and villagers, and to gain recognition and benefits. Under the scrutiny of audiences and the pursuit of personal interests, the bodies of villagers are alienated constantly. From the daily natural body to the spectacle performing body, the body gradually becomes a tool of performance. From the local space to the cyberspace and the urban space, the body presentation in the rural video clip essentially becomes a reflection of the current rural social and cultural order which are gradually passing away.

85 Cultural Identity in the Reproduction of Cultural Space of Tourism Destination——A Case Study on Waving Dance of Shemihu Village

From the perspective of cultural identity, this paper applies the theory of space production to study the process of cultural space reproduction in tourism destinations, so as to provide useful references for the protection and development of excellent traditional cultural space and the exploration of the path of cultural renaissance in rural revitalization. By means of micro-regional investigation, interview, discourse analysis and other research methods, this paper studies the relationship between cultural identity of the Waving Dance and cultural space reproduction of tourism destination of the Shemihu Village. First, the government occupies the dominant position of cultural identity, constructs cultural space of Shemihu Village through legislative power and discourse power, and directs the direction of space reproduction. Second, through understanding their own traditional cultural values, cultural elites and residents constantly enhance their sense of space cultural identity and assume the role of cultural creation and inheritance consciously. Then, they actively participate in the space reproduction of tourism destinations and become a direct force of space reproduction. Third, tourists’ gaze can enhance local residents’ cultural identity, cultural confidence and sense of pride, which is conducive to promote the reproduction of cultural space of the tourism destinations. Fourth, based on cultural identity, the government, cultural elites, residents, tourists and other practice subjects play different roles in the cultural space reproduction of tourism destination, forming the internal mechanism of cultural space reproduction of tourism destination.

93 Ethical Dimension of Narrative Techniques

The skillful employment of multiple points of view and easy shift of perspectives started early in ancient Chinese narrative works. The proper use of narrative techniques can guide the reader’s evaluation of events and characters, thus enhancing the ethical effect of the work. The employment of techniques itself should also follow certain ethics, and narratives should keep a balance between seeking goodness and faithfulness. Historical narrative differs from literary narrative in that vividness should meet the requirements of faithfulness, and details should also be faithful. This should be taken into consideration when assessing the literary achievements of ancient historical masterpieces.

98 The Adjustment of Genus of Soushenji and the Transmutation of the Concept on Chinese Fiction

Gan Bao’s Soushenji is a book which collects the stories of gods and ghosts, and the fiction is a term in the knowledge classification system. The method of classification that Soushenji is placed within the scope of the fiction is gradually produced and becomes more and more stable. In Tang Dynasty, Soushenji was placed in Si Bu in Sui Shu, and was transplanted into the category of Xiaoshuo under Zi Bu in Song Dynasty. Under this circumstance, the fiction is characterized by the evolution from gossip to fantasy. During the Ming and Qing Dynasties, Soushenji, together with other fictional narrative texts such as Yingying Zhuan and Sanguo Yanyi, became the core elements of the knowledge category of fictions, and then stepped into the realm of literature when the discipline system was constructed in modern times. It can be clarified that the proposition that the fiction is a kind of narrative and fictitious text is gradually constructed and finally confirmed in the knowledge system of China when we study the shifting direction of Soushenji and explore the endogenous and external drive related to the establishment of the fiction.

106 The Diminutive of “r” in Chinese Dialects

The diminutive of “r”(儿类)in Chinese dialects is rich in types and widely distributed. There are r-Tail and r-Suffixation in linguistic form. The diminutive of “r” is unbalanced in regional distribution, which is manifested in r-Tail in the South and r-Suffixation in the North. “Small quantity” is the most basic grammatical meaning of diminutive. Diminutive can not only represent the small quantity of things, but also indicate the lightness of actions, characters and the shortness of time.

115 Chinese Phonetic Word Formation and Its Semantic and Grammatical Constraints

Words are usually divided into simple morpheme words and compound words according to whether they are constructed by a single morpheme. Grammatical word formation produces compound words and phonetic word formation produces simple words. But some Lianmian words, which are restricted by phonetic word formation, are not single morphemes. This paper discusses and distinguishes from the restrictive factors of word formation, the diachronic development of word formation, the dual association relationship of phonetic and semantic, and the characteristics of word formation of Chinese and Tibetan phonetics. It shows that the generation of word formation will be restricted by phonetic, semantic and grammatical factors. In different words, the forces of phonetic, semantic and legal system are not balanced, and the participation of grammar and semantics is also involved in word formation of phonetics.

122 The History of “an Old Horse”: Scientific and Cultural Roots of the Ecosystem Concept

The word “ecosystem” is an important one for our time, appearing both as a scientific concept and as a loose metaphor applied to places, businesses, politics, communities, and various social phenomena. Few people, even among the sciences, seem to be aware, however, that the word has been controversial among those who use it most—ecologists—or that it incorporates radically different world views. “Eco” suggests ecology and evolution, the messy indeterminate world of Charles Darwin, while “system” comes from the 18th century Enlightenment and its mechanistic, orderly worldview typified by the physicist Isaac Newton. This dual heritage has given the word much ambiguity and inconsistency. It was coined in the 1930s, spread into popular usage during the 1950s, and today is commonly assumed to mean something concrete and real. It is the modern word people assume sums up nature. But its tangled history suggests that our perception of nature is neither simple, unified, nor completely coherent.

130 A Changing State for Changing Environment: The Evolution of the American Environmental Management State

The so-called environmental management state suggests that, in order to define the relationship with citizens, society, and other countries, a modern state uses its capital and expertise to adjust or establish a new social and ecological order, through emphasizing the responsibility in its controling and management of nature, resources, as well as pertinent environmental behaviors. Although the United States of America has carried multiple identities in environmental management, the evolution of such a state has roughly experienced three phases, from the nation’s establishment to the era of Progressivism, then to the 1960s, and now it is in the third phase. In this process, the US shifts from the early laissez-faire state to the second phase of building the “American commons”, and to the third phase in which the federal government reinforces its regulative power over its citizens’ behaviors through setting up environmental laws. This article argues that the core driving force behind the transition of phases is not the wishful thinking of a certain or some groups of power, but the changing environment and the consequently changing environmental knowledge.

141 General Conception upon Discipline Construction of East Asian History in the Rising Trend of Oriental Countries

While there are some researches lacking in maturity, and many fields are in need of careful exploration, the study of East Asian history is still at its primary stage in China,which calls for deliberate planning whether to construct the discipline or sum up historical experience and draw the necessary lessons. Academic development shall unceasingly summarize achievements of predecessors and usher in new research fields. In terms of discipline construction, the construction of East Asian history as an important sub-discipline of history, will serve as part of the construction of historical discipline system, academic system, and discourse system in our history study. In the rising of oriental countries, it is of great priority for social scientists to establish a systematic, rigorous and open-minded cognitive system of East Asian history with its own features and reinforce the cultural efforts for our nation.

Maritime Community of Shared Future is an important part of the community of shared future for mankind. It is China's wisdom and plan to maintain maritime safety and stability and promote global marine governance. Since ancient times, the sea area of Southeast Asia has been the intersection of international economic and political interests, as well as a maritime transport hub. The construction of “Maritime Community of Shared Future” in Southeast Asia has not only the historical basis accumulated from geopolitical theory, original ecological community, trade and religious culture, but also the realistic basis composed of the cooperation platform of “21 Century Maritime Silk Road”, “ASEAN Community”, “Maritime Security Destiny Community”, “Free Trade Area” regional common market and China-ASEAN Fund. On the premise of history and reality, the approach of constructing “Maritime Community of Shared Future” in Southeast Asia Sea Area is to vigorously promote the idea of “one should be as encompassing as the vast ocean which admits hundreds of rivers”, to penetrate into the Master Plan on ASEAN Connectivity, to publicize policies for partnership and mutual benefit, to beware of the “Great Power Balance Strategy” of the countries in the region and popularize the classic demonstration of the “Pan-South China Sea Economic Cooperation Circle”.

163 Longitudinal Administrative Data and Educational Assessment

The advancement and immediate application of information technology and computer-based automatically-generated administrative data from educational institutes pave the way for upgrading evaluation practice in education context. The adoption of electronic archive storage system tracks and produces census-type records of all documentable activities for all students and teachers during the whole schooling process, facilitating dynamic and accurate assessment of students' development, teachers' performance,school effectiveness and policy effects. This paper offers a theoretical and technical framework for approximating quality and efficiency of education by taking advantage of longitudinal archive profiles under the perspective of value-addedness and causal inference modelling techniques. This paper also provides both conceptual framework and empirical strategy for precisely evaluating students, teachers, schools and public policies.

169 Does Education Affect Physical Health?—— Based on China Family Panel Studies(CFPS) Data

Under the background of the diversification and expansion of education, this paper examines the influence of education on physical health. Using the data from the 2012 China Family Panel Studies (CFPS) and the evidence obtained from the empirical analysis, this paper finds that education in general positively influences physical health, which is affected by factors such as age and gender. For instance, compared to men, women with the same level of education are significantly less healthy than men. Enrollment expansion in higher education generally reduces the health level of those who receive undergraduate education, and different types of undergraduate education have different influence on physical health. Accepting vocational education at the juvenile stage may have a greater negative impact on physical health.

181 Family Size,Sibling Structure and Educational Attainment of School-age Children:Evidence from the Survey of CEPS

Family factors have an important impact on the education of labor force, but few studies focus on family factors' influence on academic performance of school-age children. By using the China Education Panel Survey data provided by the NSRC, constructing research hypothesis based on the resource dilution theory and effect of compatriot competition, this paper applies the method of quasi-experimental of propensity score matching to discuss the influence of family size and sibling structure on educational attainment of school-age children. It indicates that: (1)Chinese families do have a preference for boys,influenced by the dilution of resources, the trend of reverse movement of non-monetary educational investment in human capital and family childbearing intention is reversed; (2)Under the constraints of family credit constraints and budget constraints, the family size has a negative impact on school-age children's educational attainment, the academic achievement of the noe-child family is better than that of the non-one-child family; (3)Influenced by the traditional ideas of boy-preference, the school-age girls who have older or younger brothers will result in a decline in their academic performance; (4)Influenced by the competitive effects of siblings, the girls who have older or younger sisters will result in a decline in their academic performance.
