“New Narrative” of State Governance Modernization:Party Building and State Building in Transitional China

In western countries, political parties are the key actors in the political life after the building of modern state, while Party building is strongly interacted with state building in late developing countries. Since Sun Yat-sen put forward the plan of “building the modern state with the Party”, political party has become the driving force of China’s state building. Especially, the Communist Party of China plays the leading role of state building in modern China. This paper analyzes the unique approach of the CPC to drive state building through Party building since the reform and opening up, and takes party recruitment as an example to examine the mechanism of how Party building promotes state building through elite selection, political co-optation and national identity. By combining official data with five national representative surveys from 1993 to 2015, this paper finds that CPC adopted a “supply-oriented” and “adaptive” Party recruitment strategy during the period of reform and opening up, and adjusted recruitment strategy to adapt to social transformation. The adaptive recruitment strategy results in the dynamics of social roots of Party members over time, and the shaping of regime trust, political capacity, and national identity. This strategy not only achieves the goal of Party building by improving the advancement and representativeness of the Party, but also drives state building through recruiting elites for the state, social integration and national identity.

The Effect of the Adjustment of Village-Town Administrative Division on Grassroots Governance

The CPC Central Committee regards the optimization of setting administrative division as an important content that the Party and country lead the people to promote the modernization of the national governance system and governance capacity. The adjustment of village-town administrative division has shown a new development logic. It emphasizes the concepts of promoting the coordinated development of various regions, urban and rural overall planning and development transformation, and new government social governance. The adjustment of village-town administrative division tends to go hand in hand with social governance at the grassroots level. This paper starting from the relationship between administrative division and social governance, analyzes the operation mechanism that the adjustment of administrative division affects social governance through resource reorganization and spatial reconstruction. The adjustment of township, street, community and village level system could be able to reconstruct the elements, space, organization, rights and policy resources of the countryside, and promote the modernization of grassroots governance system, governance structure, governance mode and governance capacity. It’s a good practice proof that village-town administrative division adjustment in Hubei Province brings positive social effects that village-town administrative division adjustment is an effective means to help the grassroots to form a new governance pattern of simple system and mechanism, efficient operation and management, and multi-party collaborative governance.

The Change of Mass Entertainment Habits in Contemporary China

This paper examines the changes in mass entertainment habits in contemporary China since the reform and opening up. During the period of collectivization, people's recreational life was replaced by various political movements, political studies and political propaganda. After the reform and opening up, although people's entertainment life gradually faded away from a strong politicized color, it still changes with the changes of the state system and policies. In China, there has always been no entertainment habits in the pure sense. People's entertainment habits are either implicitly or explicitly influenced by the political and social systems. By examining the changes of mass entertainment habits in contemporary China, we can also reflect on the characteristics of Chinese politics and society. In this sense, the public entertainment habit is both metaphor and representation of the political and social systems of a certain period.

Positioning Dilemma and Top-Level Design of Chinese Housing Provident Fund Management Organization——With Comments on the Revision of Regulations on the Administration of Housing Provident Fund

Based on the revision process of the Regulations on the Administration of Housing Provident Fund, this paper discusses the positioning of the current housing provident fund(HPF) management organization. The research shows that the various existing positioning of management agencies has their own rationality, but it is difficult to solve the financing and mutual aid function of the fund in the operation of HPF by positioning it as the administrative attribute. It is difficult to solve the basic requirements of fund raising when it is positioned as the deposit and loan attribute. It is difficult to explain the right of control and income of funds when it is located in the attribute of trust fund, and it is not conducive to the long-term existence of the system under the existing system. Based on this, this paper believes that we should gradually promote the reform of HPF management institutions on the basis of the principles of localized management of security funds, and solve the difficulties existing in various positioning. Firstly, we should promote the construction of HPF financing platform. Secondly,we should reorganize the management center into urban housing policy banks on the basis of financing platform. Thirdly,we should broaden the investment list of housing banks, and based on this, promote the development of housing policy banks and the construction of integrated social security system.

Leaping over the Middle-income Stage and China’s Manufacturing Upgrade Path Selection

This paper focuses on the matching relationship between the international competitiveness of China’s manufacturing industry and the intensity of the upgrade path competition, and proposes a manufacturing upgrade path selection hypothesis from the perspective of global value chains (GVCs) reconstruction. Based on the performance of the Chinese manufacturing industry in the upgrade path of GVCs, the upgrade prospects of the GVCs path and the “Belt and Road” RVCs path are compared, the hypothesis content is tested, and the upgrade path selection recommendations are proposed. The empirical results show that the productivity of Chinese companies with countries along the “Belt and Road” as their main export markets is higher than that of companies of exporting G7 countries, and the RVCs path is more conducive to the upgrading of China’s manufacturing industry, industrial upgrading based on the RVCs path can also be more effective. National income growth is more conducive to China’s smooth transition to the middle-income stage.

Three Important Poetic Propositions in Wang Fuzhi’s Interpretation of The Book of Songs

The construction of Wang Fuzhi’s poetic theory is closely related to the interpretation of The Book of Songs, which is mainly manifested in three propositions. “The Book of Songs is at the time of dark and bright” takes the sacrificial poems in The book of Songs as the object, attaches importance to the function of poetry and music in the communication between human beings and gods, and uses music as the medium to show the significance of the existence of poetry itself in the metaphysical and real world. The theory of “poetry with feelings” is based on the criticism practice of The book of Songs, which can not only connect the theoretical resources, but also take music as the medium. Based on the philosophical concept of “Qi”, it emphasizes the original relationship of “emotion” and “scenery”,as well as “heart” and “matter”, so it has the value and significance beyond the traditional emotional poetics. “Xing Guan Qun Yuan” is an important proposition in the study of The book of Songs and the history of poetics in China. The significance of Wang Fuzhi’s interpretation of this proposition lies in that it takes “emotion” as the center , and interprets “Xing” in the sense of the theory of “current quantity”, thus endowing this proposition with new connotation.

The Game Between Language and Reality: On Poetry After the 1990s

After the 1990s, the landscape of poetry has taken great changes with the game between language and reality as its internal driving force. The result and representation of the game is different styles of poetry with three kinds of typical forms. First, the poets feel the anxierty that language cannot reach significance. Although realistic factors have entered language, the “reality” becomes the decoration for the “reality” in poems only has the nature of cultural symbol,and the pleasure of words repelles the reality. Second,starting from personal experience,the poets focus on language’s imagination and fiction of the world,which gives poetry the cognitive function. Third,through language,the individual is clearly connected with the times. However,different from the collectivism era,poetry’s responsibility for reality must be fulfilled by language. In this sense,language also becomes an action to reality.

Re-examining “The Third Generation” Poetry

Although “The Third Generation” poetry has been written into various literary history with similar definitions, there are great differences among the definitions of this group of poets between poets and poets, as well as poets and scholars. Therefore, a controversy over the naming of “The Third Generation” poems has arisen. “The Third Generation” poetry, which is formed with the aim of rebelling against “misty poetry”, makes it have the tolerance of combining to fight with “misty poetry” at the beginning; at the same time, because of the difference of style characteristics, it also makes “The Third Generation” poetry take on the exclusiveness of genre. As a strategy, “anti-culture” is the product of the influence and anxiety of “misty poetry”. Self-historicization is an important means for them to fight against anxiety and enter the established order of literature.

Narrative Ways of Literary Worldmaking and Dissemination of Ethical Values

In the 2000s, worldmaking has become one of the hot issues discussed by scholars of humanities and social sciences, including those from philosophy, linguistics, psychology, and literary criticism. As a rejoinder to Herbert Grabes, this paper examines such models of literary worldmaking as phenomenological model, constructive model and cognitive psychological model. It places a particular stress on narrative ways of literary worldmaking and their close connection with dissemination of ethical values. It argues that narrative is not only an important means of human existence but also an essential way of worldmaking and conveying ethical values. Reading literature means delving into the world created by literature. An analysis of literary world and its narrative ways of worldmaking reveals narrative structure and strategies of a text, in addition to helping readers to reconstruct the literary world by using the textual cues and relevant narrative elements. In reconstructing and evaluating the literary world, the readers arrive at a firm grasp of authorial intention as well as a better communication with the author. In doing so, the readers reap much ethical knowledge of the literary world and gain inspiration from reading, while literature realizes its moral teaching function in this process accordingly.

Three Dimensions of Literature-Communication Studies from an Interdisciplinary Perspective

In the new era when interdisciplinary research has gradually become a trend in the academia, literature, with its absorptivity, and communication studies, with permeability, achieve disciplinary interaction, which has its functional conditions and complementary characteristics. The feasible path is not through a cross-disciplinary approach, but to integrate both disciplines to form a “discipline community”. The studies of literature-communication can be conducted in three dimensions. The first dimension is to study the dissemination of literature in vast time and space, and to reveal the law by which literature as a special object is disseminated. In the second dimension, the activities of creating and reading literature are viewed as dissemination, or the activities of dissemination are regarded as literary texts for theoretical explanation. The third dimension focalizes the phenomena of the intertextual dissemination of literature, and delves into the “literariness”. The studies of literature-communication require the participation of scholars from both disciplines to broaden the horizons of knowledge by discussing the issues, learning the research methodology and permeating the discourse with each other. Moreover, the studies of literature-communication will be open to sociology, history, psychology, information science and other disciplines, so as to explore the general knowledge through unceasing innovation.

The new mainstream film represents the creation requirements and aesthetic orientation of Chinese film art in the new era and is also deeply influenced by the communication concept of new media based on the Internet. Therefore, to examine the cultural characteristics and cultural representations of new mainstream films in the era context and the media field will be conductive to an in-depth understanding of their development trend and multiple cultural attributes and further guide the future practice. From this point of view, the “new” in the new mainstream films is mainly manifested in two aspects. First, it always adheres to the mainstream values of China in the new era as the basic concept and spiritual pillar to guide film creation, integrates the world’s film strengths with broad artistic vision and strengthens its own cultural character on the basis of fully respecting the laws of art. Second, it keeps pace with the times, uses new media to explore creative materials, innovates presentation forms, enhance communication flow and constantly adjusts the operation mode to adapt to the more uncertain new media field in response to challenges, showing a completely different new style from the previous Chinese films.

Communicate with Past Scholars and Improve Academic Standards

To evaluate contemporary academic achievements, the ability of communicating with past scholars is more significant than the superiority to contemporary colleagues. The works that are handed down from generation to generation have stood the test of time, while the international academic frontiers of China study are usually marginal. To conduct China study, we should take advantage of external theories on the one hand and maintain our own cultural characteristics on the other hand. As Chinese researchers, we should try to empathize with our past historians and fathom their works, rather than fill Chinese historical materials in western theoretical frame or interpret them by western concepts. Only in this way can we come up with real innovations and lead the academic community of China study. Besides, the academic standards will also be improved effectively.

A Review of the Three Leaders of the Federation of Chambers of Commerce of the Republic of China after the Counter-Japanese War

The chairman of the board of directors Wang Xiaolai, the first secretary-general Luo Qinghua, and his successor Shou Jingwei were the main leaders of the Federation of Chambers of Commerce of the Republic of China reconstructed after the Counter-Japanese War. They all played significant roles in the Federation. Compared with the leaders of the previous national Chambers of Commerce, these three leaders showed several distinct characteristics: many possessed relatively high theoretical competence and abundant practical experience, many held various important concurrent posts (including posts with actual duty and authority in government departments), had rather close relations with high-ranking party or government officials, had close connections with underworld gangs, and all came from the same province of Zhejiang. These characteristics of the main leaders inevitably exerted a complex many-layered influence on the Federation of Chambers of Commerce of the Republic of China.

From Recognizing the Republic of China to Urging China to Join the War:Diplomacy Between the US and the Beijing Government, 1913-1918

In the early 20th century, the United States adopted an attitude different from other world powers on China. During the period, the Chinese believed that the US was the only country that could intervene and prevent Japan's expansionary policies in East Asia. After Woodrow Wilson became president in 1913 and appointed Paul S. Reinsch to serve as the US minister to China, China-US relations became closer. The US became the first major Western country in the world to recognize the Republic of China. In 1915, the US publicly opposed the “Twenty-one Demands” proposed by Japan. Subsequently, the US actively promoted China to the Allies, laying the foundation for the Paris Peace Conference to recover Shandong's sovereignty. Examining the relationship between the US and the Beijing government from 1913 to 1918 and the US’ China policy will enhance our understanding of Chinese diplomacy in the Paris Peace Conference and the reasons for the failure to recover Shandong's rights. The US believed that China's territorial integrity and freedom from foreign powers' control were in its own interests. Therefore, the interests of China and the US were consistent. However, it did not necessarily mean that as soon as China had the US’ support, China's domestic and international problems could be easily solved. After carefully observing the China diplomacy and China-US relations, the conclusion is very clear that relying on the support of foreign forces would ultimately not be able to solve China's own fundamental problems.

The Effect of Teacher Support on the Non-Cognitive Skills of Rural Left-Behind Children: An Empirical Analysis Based on the Data of CEPS

Using the data of the China Education Panel Survey (CEPS) from 2014 to 2015,this paper empirically analyzes the influence of teacher support on the non-cognitive skills of rural left-behind children. The analysis reveals that: the non-cognitive skills of rural left-behind children are significantly lower than those of non-left-behind children. Teacher support has a significant impact on the development of non-cognitive skills of left-behind children, in particular, the support on learning, emotion and communication can have a significant positive effect on left-behind children’s learning perseverance, openness, school adaptation and communication ability, and the communication support has a significant negative impact on the negative emotionality of left-behind children. The higher the level of teacher support, the more advanced the non-cognitive skills of left-behind children will be. Improving the teacher evaluation system to stimulate the vitality of teachers to care for left-behind children, and highlighting the protective effect of teacher support on the development of non-cognitive skills of left-behind children, are of great significance to promote the healthy development of left-behind children in rural China.

What Kind of Law Does Chinese Education Need?

The support and guarantee for the education development is needed from corresponding legislation. However, China’s educational law system is not yet sound, the legislation work is still heavy, the quality of the law and the response capability need to be improved. Compared to the 1980s and 1990s, there exist big differences in the aspects as the China’s economic system, main contradiction, stage of social development, the process of the rule of law, administrative concept and the consciousness of rights safeguarding. The educational law is required to respect the choice to accelerate the market economy development, promoting the education equality is needed because of the contradiction of imbalanced development, the era of moving toward the rights calls for the law to strengthen the rights protection, the concept of administration according to law requires it to effectively restraint the public power, the social transformation calls for the law to face various social issues, and the upsurge of people’s rights protection consciousness needs the law to resolve disputes in an effective manner. Hence, education legislation should take this as the basic idea.

Distance-Delivered Psychological Intervention for Healthcare Workers in Major Public Health Emergencies

This paper aims at summarizing the studies regarding distance-delivered psychological intervention for healthcare personnel in the context of major public health emergencies. Firstly, it outlines the possible mental illness among healthcare personnel during and after the major public health emergencies, which points out the necessity of psychological intervention. Next, it gives an overview regarding the development and effect evaluation of distance-delivered psychological intervention and points out that the distance-delivered psychological intervention is an evidence-based, convenient, feasible method available to healthcare personnel. Moreover, it summarizes the important topics in the psychological intervention for healthcare personnel in major public health emergencies, which include the necessity of distance-delivered psychological intervention for healthcare personnel, the special intervention contents, phases of intervention and common intervention skills. Lastly, it discusses the implications for future researchers.
