1 Co-Governance in a Cooperative Way: Villagers’ Self-Governance Transition from the Perspective of Integration of Three Governance Patterns——An Empirical Investigation in W Village

In order to solve the dilemma of suspension in villagers’ self-governance,lots of exploring practices centered on unit-downward of self-governance have been undertaken in rural areas. The transition practice of villagers’ self-governance in W village is carried out in two paths, one adopts the cooperative mechanism constrained by the lowest coordination cost, and through embedding governing rules and procedures, undertake co-governance in a cooperative way to realize an effective form of villagers’ self-governance, with the self-governance units system of “administrative village- group-base” and the autonomous structure of “village committee—two groups and one team N clubs” as the basis. The other brings villagers’ self-governance into the rural governance to make it transit successfully and compromise well with rural governance system in a new situation by adhering to the leadership of the Party,promoting the construction of integration of Three Governance patterns and clarifying the relationship between various governance subjects. The practice in W village shows that under the background of building a new rural governance system and implementing rural revitalization strategy, villagers’ self-governance should not be separated from rural governance and develop independently, and should be coordinated with other governance methods under the framework of the new rural governance system, so as to realize the effectiveness of villagers’ self-governance and rural governance.

12 How to Promote Mutual Assistance for the Rural Elderly in the New Era?

To cope with the difficulties of mutual assistance for the rural elderly in the new era, we must rely on the Chinese-style foundation of mutual assistance, reveal the theoretical and practical logic behind the phenomenon, and demonstrate China’s institutional advantages and root attributes. Detailly,we should approach the new type mutual assistance that blends legal and rational bases to solve the difficulties,to transcend the limitations of the absence of “legal principle—non-acquaintance society—public sphere” in traditional mutual assistance system,and the absence of “humanity and reason—the weak” in modern mutual assistance system. We should explore to reach inclusive mutual assistance based on mutual benefits and shared responsibilities, and reconstruct the value system, supporting resources and organizational basis for new rural mutual assistance network with the help of spirit, system and community of mutual assistance, and promote the sustainability, universalization and standardization of mutual assistance, so that to help the rural elderly achieve a happy, safe and valuable life.

21 Village Community Reshaping: A Study on Modern Value of Traditional Culture from the Perspective of Rural Governance ——A Field Survey of the Funeral Rituals in Xizhao Village

Invovled in the wave of modernization development, the pursuit of interests takes on increasingly obvious differentiation and individualization. With the disintegration of the traditional reciprocal community network, individual villagers who are atomized can hardly bring into being collective actions. Under the background of promoting rural governance and revitalization, it is necessary to reshape the village community. Rural traditional culture, which comes from the practice and affects the development of rural society, is greatly inspirational and binding. A community formed with such bond is most profound and closest to the villagers. we should recognize and explore the modern value of traditional culture, pay attention to its strong vitality and important position in the functioning of rural society, and attach importance to the role of folk customs in promoting social solidarity in rural area. By picking out traditional cultural undertakings with “local” attributes, by means of such functions as role transition, social bonds, and feedback adjustment in traditional funeral rituals, we can provide public domain, identity foundation, and orders and norms for reshaping the village community so as to enhance internal cohesion within rural society. Formation of village community promote integration of rural society, enhance villager’s interest and engagement in public affairs, and provide a fundamental guarantee for better joint governance by multiple entities in rural area.

43 Development and Prosperity of Urban Life from the Perspective of Human Rights——Observation and Reflection on China and the Global Fight against the COVID-19 Epidemic

Along with the evolution of urban civilization forms, urban development from the perspective of natural living organisms has gradually become an important perspective in urban studies. The right to growth and development contained in living organisms, the right to renewal and circulation, and the right to sustainable development within cities have become the theoretical base for observing urban life. Since the outbreak of the COVID-19, life in major cities around the world has suffered tremendous impacts. The overlapping of traditional crises and the sudden epidemic outbreak, the overlapping pressure of urban suspension and spatial isolation, the hedging and collision between the requirements of epidemic prevention and real needs have filled the crisis of the rights of urban development and the crisis of human rights. This crisis system breaks through the traditional boundaries of inner-city circulation, forms and amplifies traditional rights contradictions, and constitutes rights tension with the natural urban stress system. The rights tension stimulates the adaptability and stress capacity of the urban life, and the administrative system and social organizations coincidentally show their resilience and adaptability. As a result, from the perspective of safeguarding and promoting urban rights, effective risk response, policy support and resource supply are provided to stimulate the vitality of the urban life and eventually move toward urban rejuvenation and prosperity.

54 A Research on the Impact of Transfer Payment on Corporate Tax Burden——Based on the Perspective of Local Strategic Tax Collection under the Background of Information Asymmetry

Based on the financial data of all A-share listed companies in the stock markets of Shanghai and Shenzhen from 2008 to 2017 and the regional fiscal and economic data, this paper studies the effect of central transfer payment on the effective tax rate of enterprises. It find that the central transfer payment provides an opportunity for collusion between local governments and enterprises. For the purpose of keeping local interests, the local governments have an incentive to lower the effective tax rate by reducing tax effort. Besides, the heterogeneity test finds that the substitution effect of central transfer payment has the most significant impact on local state-owned enterprises, which indicates that the “fatherhood” of local governments makes them more motivated to collude with local state-owned enterprises. Meanwhile, the substitution effect of transfer payment on tax efforts is affected by factors like anti-corruption effort, local financial pressure, scale of zombie enterprises and regional economic development level. By analyzing the strategic behaviors of local governments under the background of information asymmetry between central and local governments, this paper puts forward the influence mechanism of central transfer payment on effective tax rate from the perspective of government and enterprise collusion, which enriches relevant researches on the interaction between local tax efforts and central transfer payment.

65 Export Trade, Technology Effect and Enterprises' Pollution Emission——Micro Evidence from China's Industrial Firm-Level Data

Exploring how export trade affects the environmental performance of firms from a micro perspective is helpful to uncover the mechanism “black box” of trade environmental effects, which is of great significance for China to coordinate the relationship between trade growth and environment conservation, promote the green development of enterprises. However, the literature on the relationship between export trade and enterprise pollution emissions using micro enterprise data is relatively infrequent. By using China’s unique industrial enterprise pollution database from 1998 to 2012, and matching with China’s industrial enterprises database and China Customs enterprise database, this paper adopts propensity score matching combined with multi-period difference-in-differences model (PSM-DID) to identify the impact of exporting behavior on manufacturing firms’ SO2 emission intensity, and further explores the underlying mechanism and heterogeneous effect. It finds that exporting significantly reduces firms’ SO2 emission intensity in general. This main founding is still robust after applying several robustness checks. Meanwhile, exporting has different effects on the environmental performance of firms in different regions and trade pattern, as well as firms with different ownership. In terms of mechanism, exporting can promote firm to reduce SO2 emission intensity and realize energy conservation through “technology effect”. And the reduction mainly stems from the emission source treatment rather than the end-of-pipe treatment. This study reveals that China’s trade opening policy can not only promote economic growth, but also has obvious environmental welfare effect.

80 Re-Understanding the Nature of Axiology

After 40 years of the study of axiology in China, it is necessary to reflect and examine the disciplinary nature of axiology. As one of the main branches of philosophy, axiology studies the value phenomena and value problems of nature and society, reveals the general nature and essence of value, as well as the law of human understanding and realization of value, and expounds the stipulations of the value world and its significance to human beings.On this basis, axiology should also provide the society with an ideal social value system and its construction scheme, answer the major value problems in human life, and establish axiological principles for human life.Axiology can be divided into three parts: theoretical axiology, practical axiology and meta axiology. Its mission is to tell people what is the real value, what is the highest value, that is, the supreme good, and how to realize the value and gradually approach the supreme good.It provides people with the belief of the supreme good, regulates and guides human value activities, provides the society with the value system and its construction scheme, and guides human beings to continuously pursue and build a better living world. The research method of axiology is mainly philosophical speculative method, but it also needs to learn from the methods of other disciplines to study value problems. There is a close and complex relationship between axiology and the branches of philosophy that study the normal value problems in different fields.

90 New Responsibility Ethics: An Important Guarantee for a Better Life in the Era of Technology

Nowadays, a particularly remarkable fact is that technology has been fully and deeply integrated into human society and people’s life. The purpose of technology is to create a better life for human beings. However, contrary to this goal, technology has become an obstacle to human life because of its side effects. Although various current ethical theories have contributed a lot of ethical wisdom to solve the dilemma of the technology age, it is difficult for an exclusive ethical theory to provide a completely feasible scheme for human beings to get out of this dilemma. This requires the integration and reconstruction of ethical theory, which is the new responsibility ethics. The core of the new responsibility ethics is responsibility. Its basic meaning is to internalize responsibility with faith, drive responsibility with virtue, and implement responsibility with development. The maintenance mechanism of the new responsibility ethics mainly includes: system design, spiritual guidance, behavior regulation and the change of development mode.

101 Chinese Writers’ View of the Rule of Law andIts Limitations in the First Half of the 20th Century——Centering on Liang Qichao, Hu Shi and Lin Yutang

During the first half of the 20th century, Chinese writers cheered and supported the construction of the rule of law at the theoretical level. The most representative ones are Liang Qichao, Hu Shi and Lin Yutang. Their attitude is clear and firm, and they have the consistency of purpose, that is, taking the rule of law as the way to promote China’s progress, and advocating for the construction of the rule of law. On the one hand, they reveal the resistance of the rule of law in Chinese society from historical and traditional level, reveal the facts about the rule of law in the reality of the times, showing the spirit of realism and criticism. On the other hand, they reveal the qualities that the rule of law should have, showing the idealistic spirit of the worship and imagination about the rule of law. Due to the diversity of Chinese culture and the complexity of Chinese reality, there are limitations in the theory and practice of the rule of law by Chinese writers, mainly because of the utilitarian interpretation of traditional culture of law and its inherent contradictions, and the contradictory attitude towards enlightened autocracy.

Meanwhile, the rebellious spirit in the “Revolutionary Canons” reflects a prominent character of the Chinese nationality, and lead to a new thinking on the abundance of our national character. In the diversity of the cultural pattern, adapting the “Revolutionary Canons” has also become a way to carry forward righteousness. And it reveals a new topic on how to carry on the revolutionary heritage and open up the study on the difference between Chinese “Revolutionary Canons” and Russian “Revolutionary Canons”.

117 The Translation of A Study of Poetry and the Modern Transformation of Chinese Poetics

A Study of Poetry is the first western poetics work translated into modern Chinese. It is characterized by insisting on modern aesthetic position and the “intrinsic study” of poetry, which has had an important influence on the theoretical criticism of poetry in China in the 1920s and 1930s. As a commonsense book of poetics with modern characteristics, A Study of Poetry suggests a new position and method for Chinese poetry in the transitional period and provides a modern poetics system different from Chinese tradition. The translation of A Study of Poetry has promoted the transformation of Chinese poetics to modern aesthetics, provided a theoretical foundation for the development and reflection of the “New Poetry” movement, and provided a theoretical reference for the transformation of Chinese poetics from traditional “Shi Hua” to modern “Poetics”.

Therefore, taking the “Shanghaistyle” novels of the 1940s as the research specimen can deeply analyze the development and evolution of modern urban ethics in China. From three main types of the mortal perspective,livelihood status and egoism, we can closely examine the ethics of daily life, survival ethics and utilitarianism ethics in the urban life of Shanghai, so as to study the historical changes of urban ethics under the background of China’s special period.

152 Public Telegraphic Diplomacy by Presidents of Chinese Universities towards the United States before the Pacific War

Between the July 7th Incident and the Pacific War, China was lonely fighting against Japanese aggression. In order to acquire international sympathy and support, the Chinese government and all sectors of society had conducted extensive publicity to the outside world. The unofficial diplomacy efforts of the presidents of Chinese universities' joint public telegrams were important parts of these efforts. The initial targets of joint public telegrams was mainly the League of Nations and the Nine-Power Treaty Convention Group, and then gradually focused on the United States. They asked the United States to embargo flight equipment against Japanese aggression, repeal the Treaty of Commerce and Navigation between the United States and Japan and amend the Neutrality Law to sanction Japan and aid China comprehensively, which maked the war of resistance against Japan and the coming World Anti-Fascist War an organic whole. The action of focusing on the United States was based on the university presidents' keen judgment of the international strategic situation and the realistic needs of the war of resistance against Japanese aggression, as well as related to their academic backgrounds. This series of appeals were not only important parts of China's international propaganda, but also reflections of the improvement of the nation's war mobilization ability. It also showed the morality and responsibility of the university intellectual elite, and played a role in public opinion in winning broad international sympathy and political and economic assistance from the United States.

162 Division and Alienation under the Field of Politics and Culture:An Analysis of the Reasons for Stopping Publication of The Journal of Chunghwa in Taiwan

The Journal of Chunghwa was founded by Hu Qiuyuan, a well-known pro-Unification figure in Taiwan in August 1963, and was stopped publication in 1993. The Journal of Chunghwa witnesses the ups and downs of cross-strait relations. It is not only an important record of the struggle for reunification and independence in Taiwan society and social dynamics, its own destiny has also changed with the Cross-Strait relations. Influenced by the multiple factors in the political and cultural field, with “Anti-independence and Promoting Unification” as the core, the Journal of Chunghwa has made great contributions to the maintenance of national unity and the harmonious development of Cross-Strait relations. However, with the change of international and Taiwan situation, impacted by the fierce market-oriented economic wave in Taiwan in the 1990s, and the internal and external environment of the Journal of Chunghwa, the foundation of its existence was shaken. The Journal of Chunghwa was forced to change to quarterly, and finally discontinued. However, The Journal of Chunghwa has made indelible historical contributions to Cross-Strait relations. It has always adhered to the Chinese righteousness of safeguarding the reunification of the motherland and ethnic unity, illuminating the present and enlightening future generations.

170 The Meaning, Mechanism and Strategy of Disaster Education:From the Perspective of “Reverse Education”

Education should not only teach students to be confident and strong, to forge ahead bravely and to understand the value of life, but also guide students to learn to be sentimental, compassionate, soft-hearted and to understand the meaning of life. These two ways can be called “obverse education” and “reverse education” respectively. It is appropriate to understand disaster education from the perspective of reverse education. From this perspective, disaster education refers to the education that enables students to feel the disasters suffered by mankind, to be conscious of the fragility of life and the powerlessness of human beings, so as to awaken students’ life consciousness and enhance their compassion and empathy. The important value of disaster education lies in making students experience the vulnerability, helplessness, pain and despair of human beings, and thereby learn to sympathize, to care, and to feel the smallness of life and the greatness of human nature. Besides, it also helps students grow more strong-minded and more moral by strengthening their consciousness of life, so that they can leap into a new stage, a new realm of development. Disaster education functions in a non-continuous way to foster students’ growth, takes the emotional transformation as a fulcrum to improve their disasters-overcoming ability, and leads students to cherish life in the way of backing to the starting point of education. In order to implement disaster education, apart from establishing a correct concept and choosing appropriate education forms, we should use approaches such as situational experience, imaginary experience and action experience to arouse students’ compassion and their respect for life.

178 Does Natural Resource Rent Inhibit the Development of Higher Education?——An Empirical Analysis with Cross-Country Panel Data

In the last three decades, despite the worldwide expansion of higher education, there are still a large number of developing countries that have stagnated in the improvement of higher education, especially in countries with rich natural resource. By constructing a descriptive theoretical framework, this paper predicts that abundance of natural resource will cause a rent bias of the building of state fiscal capacity, and relatively lower the accumulation of physical and human capital, which is not conducive to the sustainable development of higher education. Using the latest data from World Bank Development Indicators, this paper examines the relationship between natural resource rent and higher education in detail, and the regression results show that natural resource rent does have a significant negative impact on higher education in different specifications. Heterogeneity analysis shows that in low-rent countries that rely more on taxation of capital to finance public expenditure, the negative impact of natural resource rent on higher education is very weak, while the opposite is very strong and significant. Testing the potential mechanism further supports that there are barriers to human capital accumulation in resource rent-oriented countries, and the rent of natural resource hinders the accumulation of physical capital and the growth of capital to labor ratio, thus reducing the investment incentive of human capital which complements physical capital. The instrumental variable regressions that solve the endogeneity also supports the robustness of the conclusions, while the results also show that the rent of natural resource may not be conducive to raising the public expenditure per student as a percentage of GDP per capita and reducing the student-faculty ratio for higher education.
