Abstract：The development of Hi-New-Tech industry directly determines the economy and policy. The paper analyzes the present situation of Chinese Hi-New-Tech industry from four section--natural environment, human environment, infrastructure and the industry foundation. It presents the main problems lying in the human aspects such as the management of the government, the corresponding policies and regulations, the investment mechanism, human resource, the production and market, the technology foundation and the environment of industrialization. It also presents the concrete advice to optimize and adjust the environment.
