Abstract:Based on the understanding of dilemmas encountered by social security in towns, the thesis proposes that towns, as the transitional areas to urbanizations, must develop community social security by drawing lessons from experiences accumulated by metropolitans and carrying out institutional innovations. It also gives an explanation of the community social security in towns, makes a tentative discussion on establishing community social security in a "three dimension and multi level mode", and makes argumentations on the significance of developing community social security in towns.
