Abstract：With the development of national economy after the reform and open, especially in recent years, the economic structure of China has been changed gradually. One of the direct effects of these changes is the variation of employment structure, which is manifested in that the industrial structure, ownership structure, regional structure and professional structure of employment are markedly different from before; and accordingly, the unemployment structure has been changed greatly. After the entry to the WTO all these differences will remain or even be more apparent, what's more, many new trends will appear. The current unemployment insurance system seems very imperfect for all above. Therefore, we should make some innovations to alter the unemployment insurance system according to the changes of the employment structure.
