Abstract:The thesis believes that the equity in higher educat ion is a complicated and constantly developed conception whose core is equity in system or regulation. The equity and efficiency in higher education affect and restrict each other mutually, that is: efficiency is the premise and means of e quity while the latter is the purpose of the former. So, in policy choice, we s hould perfect the system, improve the process, raise the quality, pay close atte ntion to the disadvantaged groups, establish an effective compensation system, s tructure the stable, flexible and mutually promoting relations among the market orientation, the government administration and the higher institution autonomy, etc., to achieve the harmonious intergrowth of equity and efficiency in higher e ducation.
