Abstract：At present, Chinese societies develop rapidly, but, at the same time there still exist many problems such as incomplete legal system, indifference between government and society, lack of money, feeble professional ability, ect. The forming of these problems attributes to its innate reasons and acquired factors. To promote the healthy development of Chinese societies, needs planning in the whole, carrying out in phase and boosting in order. The countermeasures for these problems are, adjusting the double management system, perfecting the management law of society, enforcing social supervision to society, establishing self disciplined system of professional association and developing the cooperative fellowship between society, government and enterprise.
