Abstract：In the initial period of the merchant movement, KMT had established the policy of using the Association of Merchant (AM) to substitute the Chamber of Commerce(CC). The Nationalist Government began to reorganize CC when it established in Nanjing, this was not a new made policy specially for KMT's autarchy, but the result of its adjustment of the policy on merchant movement when KMT came into power, that was a shift from "destruction" to "construction". From the very beginning KMT decided to cancel CC, then admitted CC and AM to coexist, finally cancelled AM and permitted CC to be continued through its reorganization, so CC escaped the destiny of dissolving. This indicated that CC arrived at the aim basically after its long struggle for legitimacy since the merchant movement.
