Abstract：At the turn of the new century, according to the judgment of the new century's situation, the Communist Party of Japan (JCP) put forward that "the democratic reform within the frame of capitalism" is an inevitable way for the JCP leading to socialism. The JCP suggests that, by way of peaceful parliamentary struggle, it is possible to build up a "democratic coalition government" ruled by a system of multiparty cooperation, carry on "the whole value achievement" of the capitalism, engage in the democratic reform within the frame of the capitalist constitution, and finally achieve the goal of socialism.
