Abstract：Current governance theory is focusing on:organization governance,the relationship between governance and development,the quality of public governance and how governance should be organized, among which people lay special emphasis on the formation of governance. Based on the latest research of governance theory, this paper brings out the hypothesis of network public governance, which consists in two parts of multi-level governance and partnership governance. Taking the practice of European local governance as an example, it expounds the operation of network public governance.
