Abstract:The marginalized livelihood of peasants-workers in the cities makes them hard to safeguard their essential political rights such as the right to elect and to be elected. The delay in adjusting the way of Labor Union operation makes it impossible to protect the rights and interests of peasant-workers effectively under the circumstances that the working relations have changed greatly. The underdevelopment of social intermediary organization, as well as the weakness of group's self-organized ability,lead to the limitation of singular and time-ineffective access to the opinions expression of peasant-workers. Chinese government should make great efforts in such aspects as to reform the system of election registration, to improve the operation of Labor Union, and to cultivate the self-organized capability of peasant-workers, in order to strengthen the mechanism of peasant-workers to express their opinion, thereby achieve the objective to safeguard their political rights and social interests effectively.
