The Historical Development of Chinese Government Institution——State Council and Its Characteristics
Under the guidance of Maxism theory, Chinese government institution-State Council, forms on the basis of summing up the power construction lessons in the New Democratism period. As the development of Chinese politic and economic situation, this government institution has been adjusted and innovated for many times. The State Council is in the charge of the Prime Minister, which is on the basis of Chinese People Representative Conference and the principles of democracy and concentration. The nature, principles and aim orientation of this government institution, and its political parties institution's effect are obviously different from those of the west.

Research on Negative Relationship between District''s Economic Development and District''s Governmental Scale in Mainland China
In mainland China, a district's economic development has negative relationship with its governmental scale. In view of the comparative study, the higher the proportion of administrative staffs in total labour force and administrative expenditure in GDP in a district is, the more underdeveloped this district's economy is. Whereas then versa is. According to the historical data from the year 1978 on, the proportion of administrative staffs in total labour force and administrative expenditure in GDP donot have the tendancy to reduce, it is not an inherent law of economic development but a result of sluggish reform in administrative organizations. The "big government" wastes much resource and has a large motive and opportunity to "establish rent" and "seek rent", which puts more weight on the microeconomic agents and dampen their enthusiam of creating profit and wealth. An important factor for economic development in a district, therefore, is to transform a "big government" into "small government".

The Innovation of Natural Resources Exploitation and Use Institution in China
From the perspective of the New Institutional Economics, this paper analyzes the institutional arrangement and its imperfection of natural resources exploitation and government in China, then pointes out that a rational and effective institution of natural resources exploitation and use is the institutional base to accomplish economic sustainable development. In order to promote sustainable development, China should continually take the innovation of natural resources multi exploitation and use institution, specially accelerating the innovation on natural resources institution of property right, use, accounting and industrial development, readjustment of resources trade strategy and the innovation of natural resources value theory and concept.

Obstruction and Communication: Critism of Heterogeneity and Conversation
Basing on the existence of heterogenous critism, the paper points out that the heterogenous critism makes the conversation among different critics inavailable for it arouses diferent opinions about the same subjects. With the wide penetration of conversation as an international trend, the critics are all looking forwards to equal conversation in the field of literature critism to realize criticism communication. Generally speaking, the criticism of conversation should share certain common ground, mainly on literature and literary criticism. The former one is the premise, the latter is the principle or base for conversation criticism. The criticism occurres among writers and critics who are equal in relation and conversation criticism is the discussion among critics and their speakers on human's value problems, taking literature as media.

On the Implying Function of Sound-rhyme in Modern Chinese Poetry
Poem has the obvious modality style in language art and melodiousness is one of the most important modality. Basing on texts, this paper analyzes the quality of the sound rhyme elements and its functions: choosing the tone which is suggestible and symbolic to express the sonata from one's heart; showing one's emotion by harmonizing sound with feeling; using repeating a rhyme to amplify the implying function of sound music.

Why the Chinese Lack Inventions——Some Remarks about the Relation between Culture and Education
In modern times China made no big technological inventions or innovations. Among the various social, economic, political and historical reasons that created this phenomenon, this paper thinks some cultural factors may have been its deepest reasons. The Chinese people's attitude towards progress and inventions has been affected by China's highly unified political regime, governmental control of education, imperial civil examination system, schooling based on utilitarian tests, and reluctance to be spiritually independent on the part of Chinese intellectuals. Education both preserves its culture and innovates it. In the past several hundred years, however, education in China played a much bigger role in preserving the Chinese cultural tradition rather than changing and innovating it to meet the challenges of the new industrial times. As a result, education in modern China made no contribution to China's social progress and technological inventions. Based on this observation, this paper calls for serious efforts to improve the Chinese cultural soil for the sake of progress in thinking and innovations in technology.

The Chinese Relation Orientation: Concept and Its Measurement
This paper reviewes the "relationship orientation" systematically and points out that the "relation orientation" is a definition of special psychological attendance and behavioral style which people define their own and other's social role according to the relationship. Relation orientation is a kind of psychological attitude of individual and also a kind of behavior pattern. Comparing with typical western people, the Chinese have the obvious relation orientation. Relation orientation has the contents of three levels. The paper also reports the main findings by using a Relation Orientation Scale to measure 1250 university students in Wuhan city of mainland of China.

Thinking on the Teaching of Modern Chinese
From the discussion of the content, goal and method of the teaching of modern Chinese, the paper points out that it is necessary to have a syllabus of four independent components. The teaching content should include the common core, regional dialects and newly studied rules.The goal of teaching should be to help the students to get a good command of the basic knowledge of modern Chinese, to improve their linguistic competence and to obtain the ability of using and analyzing modern Chinese. The heuristic method of teaching should be used to replace the traditional method.

The Imagination Theory of Vico
Vico's imagination theory takes the principle "verum just factum" as the prmise which objects to the imagination of rationalism. He points out that "common sense" is the basis of understanding in primitive society, and the logic of understanding is the imaginative logic which dominates fundamental aspects of primitive society, and the imagination is the noumenon. The significance of the theory lies in its inheritance of the imaginative convention of Italian humanism, and it is the first sign of cultural criticism in the 20th century.

Bakhtin''''s Contributions to the Theory of Western Comic Aesthetics
There is much thought on comic aesthetics in Bakhtin's theory of carnivalesque and his study of Rabelais. How should we assess Bakhtin's theoretical contributions from the perspective of comic aesthetics? This is still the question that hasn't as yet been fully discussed. This thesis is trying to shed some light on this question. The thesis thinks that Bakhtin is dialectical in his thought about laughter and the nature of comedy, which is different from the conventional western comic aesthetics that laid too much emphasis on ethics and the negative contents. Moreover, Bakhtin also had some new ideas in his analysis on the aesthetic categories, e.g. absurdity, satire, etc.

"Damazi"—— The Vivid Fossil of "Shuqi", An Original Character
Damazi" is also called "Roumazi". In some remote villages of Zhuxi County in the northwest of Hubei province of China, one custom has been passing down. At the end of each year, the local villagers ask the butchers to kill pigs and weigh the meat, and then carve some special marks on the skin of the meat to signify the weight. These marks are carved in different parts of the skin which mainly consist of vertical and horizontal strokes and signify accordingly the units of Chinese weight, "jin" or "liang". And the local people call it "Damazi". This way of marking numeral is similar to "Shuqi" recorded in historical works. After several on the spot surveys,this paper basically discloses that "Damazi" can be called the vivid fossil of original character "Shuqi".

The Foreign Policy of the Soviet Union in the Early Period of Postwar
The World War II ended with the victory of the allied countries and the world people. While, shortly after the war, the cold war broke out between two most important anti fascist allied countries: the USSR and the U.S.A.. Of course all these did not happened in one night. There was a relatively long period: The early period of the postwar (1945-1949) was the transitional phase. This article argues about the diplomacy of the Soviet Union in this time, which took the realistic progressive defensive foreign policy. For carrying out this policy, its revolutionary characteristic gradually faded but the conservative nature reinforced, so the conflict between the two countries changed from that of the ideology into the hegemony.

Terms about Political Leaders in Homer
This paper mainly concerns the terms about the political leader in Homer. After analyzing the meanings of the terms in the epics, especially those of Wanax and Basileus, in Homer, it tries to demonstrate that these terms are very vague and are applied not so strictly, many of which are not actually referred to political leaders. This fact shows us that the monarchic and bureaucratic system of the Mycenaean world had collapsed in the Homeric age, the kingship began to decline and the aristocracy began to rise. The polis which characterized classical Greece germinated. Though the background of the epics were put in the Mycenaean age, the true time was the 10th to 8th centuries BC in Greece.

The Influence of Political System on Both Belligerents of the Persian War
There are various opinions about the victory and failure of the war between Greece and Persia among the scholars. The article points out that different political system is a crucial factor for Greece defeating Persia, that is to say, the advantage of Greek democracy which is superior to Persian absolute monarchy makes Greece successful. Morale, strategies and leaders affect the cold weapon war mostly. Greece and Persia are different in the three aspects above. The basic reason of this difference is from the divergent political systems.

A Study on Compiler Group of Ming Jing-shi Wen-bian
Under the special historical environment of the late Ming Dynasty, evoked by the strong Jing shi(statecraft) thought, a group scholars with foresight gathered around Chen Zi long in Songjiang and compiled Ming Jing shi Wen bian , which has an important effect on the people then and later ages. The compilation of Wen bian was attributed to the group characteristic of the age and the region then, who were mainly well educated and active members with strong Jing shi thought in Songjiang. Through the study of the compiler group, we get strong sense of Wen bian 's influence on that society and the people's Jing shi thought at that time, and we can also observe the characteristics of that age and the regional features of Jiangnan.
