Development of Medical Insurance System for 40 Years:History,Experience and Prospects

Since the reform and opening up, China’s health insurance system has experienced a development process from pilot exploration to covering all citizens, which also carried out new improvement with the background and opportunity of the new medical and health system reform. Based on the review of the development path of health insurance for 40 years since the reform and opening up, this paper finds that the health insurance system’s development has some experiences such as objects people from less to more, system types from segmentation to integration, medical insurance standard from lower to higher, medical insurance management from extensive to fine, and reform method for medical insurance from individual to coordination. However, there are still some problems in the health insurance system such as fairness needing improving, the unclear positioning of the institution, unclear rights and responsibilities, and the inadequate functioning of medical insurance in the medical and health system. Under the guidance and strategic themes of healthy China, the path of building a more fair and sustainable universal health insurance system includes a more fair and complete medical insurance system, a more reasonable financing mechanism, a more efficient management services and a more systematic reform way.

Research on Critical Illness Insurance in China: A Literature Review

Critical illness insurance for urban and rural residents is an innovative institutional arrangement to solve the problem of “poverty caused by illness”. By sorting out the relevant literature on catastrophic health expenditure and critical illness insurance in China, this article systematically summarizes the major controversies from the scholars in the field of institutional positioning, policy design and management, and thoroughly analyzes their recommendations such as multi-channel financing, differentiated compensation and specialized operation. It is concluded that the current research results provide the necessary theoretical and policy basis for the promotion of critical illness insurance. However, the related achievements are mainly focused on the economic dimension of critical illness insurance, which is difficult to make a full theoretical explanation for its dilemma of market embeddedness. The theory of government purchasing services provides a broader perspective for the comprehensive review of the policies of critical illness insurance, as well as the practice of critical illness insurance provides rich native materials for the research of government purchasing services, which will promote the further development of China’s public management and social security theoretical research.

The Dynamic Influence of “Two-round Purchase Restriction” on Housing Price

Under the background of macroeconomic regulation and city-specific policies, parts of cities carry out the spirit of "housing is for living in, not for speculation" by purchase restriction policy. The study uses 70 large and medium cities housing prices monthly data from 2010 to 2018, to inspect the dynamic effects of the “two rounds of purchase restriction” policies on different housing prices by PSM-DID. The study finds that, the purchase restriction policy can restrain the price of newly-built housing in a short period of time, especially the large dewelling-size housing, but cannot effectively control the price of second-hand housing; By comparing the two rounds of purchase restriction policies simultaneously, it finds that the effect of the second round is significantly weaker than the first one, indicating that the purchase restriction policy can only serve as a transitional policy for local governments to control the excessively rapid rise of housing prices in a short time. Therefore, in order to effectively control the rise of housing prices, it is necessary to stabilize market expectations and establish a new housing system which encourages both renting and purchasing.

Education Investment, Labor Quality and Economic Growth——Based on STR Model

The empirical research done by this paper shows that, low growth rate of education investment plays a hindering role in economic growth, while high growth rate plays a significant role in promoting economic growth. Compared with the depressed period, the growth rate of labor quality index at the rise period has a great and significant promoting effect on economic growth. From the perspective of policy significance, in the current new normalcy of economic growth, higher education input growth rate and priority development strategy of education should be ensured and implemented; The expenses on labor health, education and training should be expanded, and the labor quality should be significantly improved.

Nature-Humanity Double Excellency of the Yangtze River Civilization

The Yangtze River nurtures and nourishes the Chinese civilization. The Yangtze River basin is a rare area with abundant precipitation near the 30-degree line of northern latitude. It is also rich in water and heat resources and has great potential for civilization development. Chinese people’s understanding of the main runoff road of the Yangtze River has gone through several stages, from mistaking the Han River or Min River as the main runoff, to finally finding the Jinsha River being the right one. Since the Qing Dynasty, people have explored the source of the river and experienced the cognitive process, starting from recognizing the Tongtian River as the source to the Buqu river, the Tuotuo River, till the Dangqu River. Divided into upper, middle and lower reaches, the Yangtze River basin is divided into three major cultural areas: Bashu, Jingchu and Wuyue. These civilizations were created by different ethnic groups in almost the same period and developed together through mutual learning, forming the cultural characteristics of multiplex symbiosis and harmony in diversity. The latest archaeological findings prove that the civilization of the Yangtze River basin is no later than that of the Yellow River basin. It nourishes and protects the Chinese civilization, and gradually becomes the focus of China’s economic and cultural development, and leads China’s modernization process. The Yangtze River economic belt is still the leading force in China’s economic development, and its ecological situation matters. It is a new consensus to make the long-range preservation instead of the large-scale development.

Ten Frontier Issues in Contemporary Chinese Cultural Policy Research

As the main productive force form of human society spiritual civilization, cultural modernization is the core part of the modernization of the Chinese nation and also the theoretical basis for the country to deepen the reform of the cultural system. It is an inevitable choice for contemporary Chinese cultural policy research to constantly explore and grasp the frontier issues. Under the background of building “cultural power” and “national cultural soft power”, the study of contemporary Chinese cultural policy is on the whole a study of the cultural road and cultural pattern in the process of national modernization. On the one hand, it is reflected in a series of topics at the national macro strategic level, including the mode and path of contemporary Chinese cultural modernization, the construction of Chinese cultural community in the 21st century, the construction of national cultural soft power in the 21st century, and the subversive revolution of cultural industry system under the digital technology environment;On the other hand, it is reflected in the strategic design of the key issues in the cultural reform and development,including the stage goals of deepening the reform of the cultural system and policy support system in the new era, the law of national cultural industry revitalization and policy support system, the policy goal and path of the construction of modern public cultural services system, the policy and path of the coordinated reform of the supply side and consumer side in the cultural field, the policy support system of “culture+Internet” fusion development, the cultural path of national rural revitalization strategy, etc. Facing these major issues, the Chinese cultural circle needs to change the perspective of cultural policy research, optimizing cultural policy research methods, reconstructing the orientation of national cultural policy research according to the characteristics of the new era,promoting the transformation of methods and technological paths from traditional theoretical research methods to the combination of action research with theoretical research in order to provide methodological support for innovative cultural policy theory.

From Snowy Plateau to Tropical Rainforest: Research on the Construction of Tibetan-Qiang-Yi Cultural Tourism Belt

The Tibetan-Qiang-Yi cultural tourism belt, which locates from Lhasa City in Tibet Autonomous Region in the west to Lanzhou City in Gansu Province in the north, Xi'an City in Shaanxi Province in the east, and Xishuangbanna Dai Autonomous Prefecture in Yunnan Province in the south, is a kind of landscape avenue and tourist corridor. It is also a geographic channel which extends from the snow plateau, through the gorge region, Gobi, grasslands, low mountains and hills, to the tropical rainforest. It is also a national corridor with many ethnic groups along the line in which Tibet, Qiang and Yi are the three main ethnic groups. Along the line, the humanities landscape is pluralistic, the natural landscape is unique, the geographical environment is complex, the ecological environment is fragile, the earthquake activity is frequent, and the national culture is rich. This line not only has some unique natural and humanities' tourism resources for the development of cultural tourism industry, but also has a variety of constraints hindering the development of cultural tourism industry. The construction and development of Tibetan-Qiang-Yi cultural tourism belt requires the establishment of a benign linkage and cooperation mechanism, on the base of the unified protection actions, development planning, infrastructure, service standards and industrial policies among the provinces along the line, so that to shape the “Tibetan-Qiang-Yi” cultural tourism brand and build a cultural tourism belt with international significance.

Lawsuits of Obscenity and the Generative Mechanism of the Marriage Complaints Songs in The Book of Songs

The marriage complaints songs in The Book of Songs are the ones which men and women complain about each other of lewdness . It is said in The Rites of Zhou, meishi, the officials who are in charge of marriage, deal with the lawsuits of obscenity, while music officials have the duty of hearing the lawsuits. The music officials reorganized the lawsuits of obscenity into songs and poems, with the depositions of the lawsuits as poems and the voices as songs. These processes are the generative mechanism of the marriage complaints songs in The Book of Songs.

“Impressionism” in City Writing in the 11th Century of China:The City Verses of Liu Yong and City Spirit

Impressionism painting emerged in the 19th century, having close relation with the city development caused by Western industrial revolution, emphasizing on showing secular spirit, arguing that the city essence is entertainment and convenience, and affirming the enjoyment of life brought by the city. In the Song Dynasty in the 11th century, Liu Yong who then frustrated in official carrier indulged in the life of the city,and heartedly wrote the beauty of the city of the Song Dynasty. The ideas revealed in his city verses coincide with that of the Impressionism Painting emerged 8 centuries later in the aspects as, writing the actualization and secularization of city affection, writing the documentary and contemporary of city development, writing the validity and rationality of the enjoyment of city life.

On the Restriction of Text Types on the Use of Complex Sentences

The type of discourse has an obvious effect on the use of complex sentences. This paper discusses the rules of complex sentences in the foreground of narrative and argumentative discourse. The coherent complex sentence has the advantage of quantity in narrative discourse foreground. The adversativity, causality and hypothesis complex sentences have the advantage of quantity in argumentative discourse foreground. In narrative discourse foreground, the complex sentences are high-transitive, and those in argumentative discourse foreground are low-transitive. They are opposite in transitivity.

On the Formation and Construal Mechanism of the Negative Meaning of Where-Rhetorical Question
Liu Bin Yuan Yulin
This paper mainly discusses the formation and construal mechanism of the negative meaning of the where-rhetorical questions. It argues that where-rhetorical questions usually appear in the abnormal context. Speakers use the rhetorical question to intentionally doubt the abnormal situation. Under the guidance of the principles of doubt (“doubting yes and believing no” and “doubting positive and believing negative”), the negative meaning emerges. Furthermore, the identification and understanding of rhetorical questions can be regarded as a communication process of “ostensive-inferential”. According to the clues of context, common sense, and the accent tone and facial expressions of the speakers, listeners can identify where-rhetorical questions and understand their significance by pragmatic inferences based on the argumentative characteristics of rhetorical questions and the pragmatic principles.

May Fourth Movement and the Formation of Zhang Dongsun’s “Total Solution”

Zhang Dongsun was a pivotal figure of New Culture Movement. When he entered into the intellectual circle in the year of 1918, his standpoint was to “nurture new youth”, hopefully creating an association of the youth, representing the culture to rebuild the society and supervise the government,so as to bring the Constitution to the normal path. Actually his standpoint was the reflection to the setbacks when Republican China was established, especially to the issues of “how to cohere the whole society” and “relying on which group”. With the breakout of May Fourth Movement, Zhang Dongsun,through observing,participating and directing the students’ movement gradually became more radical and eventually formed his agenda of “total solution” to overthrow the situation of China then by the method of class competition. This means that his hope is up to students, workers, farmers rather than the youth only, and his emphasize is transformed from the association of the youth to the alliance of different classes. In his project, “individual reform” is the preparation of the “ total solution”.

In Pursuit of Happiness: The Individual Purpose of Family Revolution around the May Fourth Movement

In the context of discrepancy between Chinese and Western notions of civilized vs barbarian,intellectuals around the end of the Qing Dynasty may have unintentionally conceived a positive image of Western monogamous nuclear family. When it came to the May Fourth Movement, the ideal family model for the new youth evolved from the traditional extended family with shared property and abode to nuclear family with only spouses and underage offspring. While the former stands a symbol of tutelage, oppression and dependency, the latter represents freedom, equality and independence. For the new youth, small family is the fountain of happiness, as well as the premise and foundation for social progress and nation building. As a sentiment, happiness, in contrast to reason, possesses a magic power that prompts the new youth to advocate family revolution plans that include free love, free marriage, and dissolution of patrimony. The discourse of family revolution foretold,when political revolution failed to deliver a satisfactory social order, young people turned to family revolution in order to achieve a good society.

Public Deviation and Subject Distortion Risk in the Age of Algorithm Communication

From the essence of constructing reality, the algorithm is a positive force of political communication, and the algorithm itself has become a new political form. In essence, the pursuit of efficiency in the current practice of algorithmic technology is the manipulation of the spiritual realm of human beings. The algorithm generates power space in the aspects of coding, programming, calculation, model, etc. It is the programmatic politics. The crux of the risk caused by algorithmic communication is that, it creates a political pseudo-environment that has superior persuasive power, which leads to the algorithm myths, shaping blind identity and netizen-political paranoid personality, creating a highly trustworthy political “simulated” environment. The personalization and commercialization of algorithmic communication lead to the loss of publicity and the risk of manipulation to users. From the perspective of risk prevention, it is necessary to raise the public’s awareness of the colonial risk of the algorithmic communication spirit and to think about the goal of transforming the political pseudo-environment through the governance of algorithmic communication.

The Impact of Financial Aid Information on the Rural Student’s Choice for Key Universities:A Randomized Field Experiment of Key University Special Admission Policy

Financial aid is an effective guarantee of equal opportunity for higher education. Most existing studies focus on the form, content, and effectiveness of financial aid. Nevertheless, there exist few deep researches concerning about the influences of financial aid as information in the progress of students choosing colleges or universities. Under the background of Key University Special Admission Policy, this paper conducts a randomized field experiment for rural senior students in high schools of a certain state in Yunnan province. Different information interventions about admission, cost and financial aid of the Policy are given to them, in order to find out the effect mechanism of the Policy on the choices for key universities of rural students living in remote, undeveloped and ethnic areas. The paper finds that the admission and financial aid information strengthen the role of student academic ability, and significantly enhance the willingness of rural students with higher academic ability to choose key universities outside the province. However, cost information obstructs students in poor families to go outside. In key high schools, students with higher academic ability are more willing to leave the province, but different information interventions may change their choices. Only when financial aid information is complete can the original intention of the Policy be ensured.

Individualized Review and Freshmen Selection at Elite Colleges and Universities in the United States

Individualized review is one approach to select freshmen by American elite colleges and universities, in which admission officers review each applicant as a whole person and as an individual, and review all the information provided by the application materials, as well as making evaluation in a non-mechanic and case-by-case approach. The core characteristics of individualized review include that no cutoff, no formula, and no single decisive factor. Although the first-class universities in China can’t simply duplicate the experiences from the U.S. side, but can learn its philosophy of equity, so as to promote the high-quality distribution of admission quotas.

On the Qualitative Spirits of Descriptive Psychology

Descriptive psychology was an important discipline modality, which emerged at the start-up period of scientific psychology. It was pregnant with and manifested abundant and clear qualitative spirits, which were in essence humanistic spirits under the horizon of science. From the point of view of ontology, it opposed to the materialized realism under the guidance of natural science and stuck to the meaningful realism under the guidance of human science. From the point of view of epistemology, it opposed to the dualist position standing for detachment of subject and object and stuck to the inter-subjective position standing for fusion of horizons of subject and object. From the point of view of methodology, it opposed to the objective research paradigm under the guidance of positivism and stuck to the subjective exploratory strategy under the guidance of phenomenology or hermeneutics. From the point of view of axiology, it opposed to the value-freedom attitude insisting that the researcher could keep absolutely neutral during the research and stuck to the value-involvement attitude insisting that the researcher’s personal willingness would inevitably have an effect on the research process. The qualitative spirits of descriptive psychology got continued, promoted, and developed in contemporary qualitative psychology. We might even say that descriptive psychology was the source of ideas and the prediction of spirits of qualitative psychology and qualitative psychology was the contemporary inheritance and the new existing form of descriptive psychology. There was fundamental consistence in basic spirits between descriptive psychology and qualitative psychology.
