1 Judicial Trust: Concept, Theory and Application

As a dimension of political trust, judicial trust is a conceptual manifestation of the state judicial institution. The research on judicial trust began to develop in the 1990s and has exerted an extensive influence. This paper defines the concept and measurement modes of judicial trust,and compares judicial trust across different countries and time. On the whole,in China, the public's trust on the judiciary stays high for a long time. Furthermore,this paper analyzes various theories of judicial trust in details, and also their advantages and weakness, and then discusses the application of various theories in China. Finally, this paper analyzes how to use the theories of judicial trust to enhance the judicial trust of the Chinese public.

10 Political Efficacy and Electoral Participation among Chinese Citizens:A Moderated Mediation Model of Participation Intention and Political Trust

Although political efficacy has been shown to play an important role in political participation, little is known about mediating and moderating mechanisms underlying this relation among Chinese citizens. This study investigates the indirect effect of political efficacy on political participation via participation intention and the moderating role of political trust. Observing on 8635 Chinese participated adults, mediation analysis reveals that participation intention partially mediates the relation between political efficacy and political participation. Moderated mediation analysis further indicates that the direct and indirect relations between political efficacy and political participation are moderated by political trust. The direct and indirect effects of political efficacy on political participation become non-significant for low political trust citizens. This study contributes to a better understanding of how and when political efficacy promotes citizens' electoral participation.

19 The Precision of Public Services: Innovation of Urban Community Governance Mechanism

Urban communities are the specific fields where city-dwellers live and the basic units of the supply of public services. Improving the supply level of public services is the important goal and central task of innovating urban community governance and enhancing urban governance capacity. Under the background of the new era, the individualization, differentiation and diversification of the service needs of urban community residents raise claims for innovating the supply of urban community public services. The precision of public services is the future trend and key goal of public service supply innovation in urban communities, and reflects the practical utility of supply-side reform of public services and modernization of governance system. The precision of public services in urban communities is essentially a holistic operation process centering on the needs of community residents. To promote it, we should build a people-centered value judgment mechanism, a Party-led integration mechanism, a consultative communication mechanism, a collaborative mechanism linked by cooperation, a quality-centered evaluation mechanism, and a support mechanism guaranteed by science and technology.

28 An Analysis of Public Value Creation in Urban Communities: Contents, Dilemmas and Countermeasures

Public value creation is the primary target of community governance which is based on the public resources input. Community service value, community space value and community governance relationship value are integrated into the main contents of urban community public value. Furthermore,the dilemmas of public value creation in urban communities mainly include the distortions of public value articulation and aggregation,benefits hoarding and ineffective cooperation. Delicacy governance is an effective way to get out of the dilemmas. Therefore,in order to improve public value creation in urban communities, the government should take effective measures in three aspects:the activation of community participation, the nudge of governance techniques, and the leadership of Party organizations in urban community.

38 On the Logic of the Six Rounds of Tax Cuts in the United States after the World War II and Its Macroeconomic Regulation Choice——Also Discussing on the Inspiration to Supply-side Structural Reform and Macroeconomic Regulation Choice in China

After the World War II, the US government implemented six rounds of large-scale tax cuts, the foundation behind which is the change of American economic thoughts, and the external performance is the choice of macroeconomic regulation in American economic practice. Based on the comparative analysis of the evolution of American economic thoughts and the change of tax policies, this paper expounds the contents and evaluation of three rounds of demand-oriented tax cuts and three rounds of supply-oriented tax cuts in the United States, and summarizes the internal logic of these six rounds of tax cuts. It is not hard to see that the US has always maintained the “most targeted” principal in its macroeconomic regulation decisions, which, on the one hand, has solved practical problems in the US macro-economy time after time, and on the other hand, has left enough room for the sustainable implementation of the US macroeconomic regulation. Furthermore, this paper proposes countermeasures and suggestions for supply-side structural reform and macroeconomic regulation choice in China.

51 The Impact of PPP Environmental Sanitation Reform and Environmental Governance on the Willingness to Pay Environmental Taxes——Evidence from H City

Nowadays China faces the challenge of environmental governance sustainability, and the taxes for environment protection is the primary way to solve environmental problems. Based on the evidence of PPP environmental sanitation reform implemented in H city,this paper uses propensity score matching to estimate the causal effect of PPP reform and environmental governance on the willingness to pay environmental taxes.The empirical results are listed as follows: firstly, the understanding level, promotion, and evaluation of PPP reform have a positive effect on the willingness; secondly, the improvement of environmental governance performance can also facilitate residents' willingness; finally,environmental governance performance has a mediation effect between PPP reform and the residents’ willingness. When environmental governance performance stays at a high level, residents are more willing to pay environmental taxes. Other factors that significantly affect the willingness include gender, education level and income level of the residents.

63 A Study on the Occurrence and Construction of Modern Chinese Poetry from the Perspective of Dissemination and Acceptance

The occurrence and construction of modern Chinese poetry is closely related to the dissemination and acceptance in modern times. In the late Qing Dynasty and the early Republic of China, science and enlightenment promoted modern vernacular poetry. Modern poetic forms depended on the spread and acceptance of modern Chinese language. Both foreign poems and Chinese classical poems influenced the transformation of poetry's ideas and forms. The construction of classics of modern Chinese poetry occurred in the process of the dissemination and acceptance of modern Chinese poetry,in which both the disseminator and the receiver participated. In addition, modern school education directly impacted the dissemination and formation of modern Chinese poetry. In short, modern communication provides us with broad prospects and new growing points for in-depth study of modern Chinese poetry.

71 Science and the Modern Revolution of Aesthetic Preference of Chinese Poetry

As the principal spirit of the May 4th enlightenment,science promoted the formation of new knowledge system in China, which also has tremendous impact on the modern revolution of Chinese poetry. In general,science has severe impact on the thinking structure and thinking procedure of traditional poetry. The traditional thoughts focusing on intuition, inspiration, and overall dialectical thinking pattern were replaced by more objective, quantitative, rational and empirical thoughts, which were reflected in the transformation of the thinking form from affection to logos, in the thinking orientation from void to fact, and in the thinking way from word chunk to sentence chunk. The huge changes of these factors contributed to the modern revolution and transformation of poetry, and led to the formation of the objectiveness of subject matters,the integration of emotional experience,the logicalization of language expression and the intellectualization of aesthetic preference. The poetry system including poetic theory, poetic form, poetic language, and poetic beauty also changed holistically, which promoted the modern revolution of aesthetic preference of Chinese poetry.

Although there is no major research pattern change in Chinese modern literature research in 2018, there are many new discoveries and advances in the discussion of methodology, the exploration and arrangement of new historical materials, Lu Xun research, Guo Moruo research, left-wing literature research, new poetry research, and important literary texts and literary phenomena. Researchers are trying to break through the highly solidified research structure by learning from new theories and adopting interdisciplinary research methods to raise new question awareness and provide observational perspectives.

88 On the Modern Transformation of Chinese Novels: From Biography of Huo Xiaoyu to Le Roman de I'Homme Jaune

Le Roman de I'Homme Jaune is a novel written by Chen Jitong in the late Qing Dynasty based on the Tang legend Biography of Huo Xiaoyu. It is called “a novel of the late Qing Dynasty with real modern significance” by Mr. Yan Jiayan. From Le Roman de I'Homme Jaune and Biography of Huo Xiaoyu, we can clearly see differences in the characterization, narrative skills and emotional style between the two novels. It has important reference significance for us to observe the modern transformation of Chinese novels. As a novel about Chinese theme written by a Chinese writer in French, the positioning of Le Roman de I'Homme Jaune in literature history also draws much attention from a lot of researchers.

96 The Imperial Imagination for the Image of Barbarians——Centering on the Image of Guizhou's Miao People in Zhigongtu by Xie Sui

Xie Sui' Zhigongtu collected by the Palace Museum in Taipei, is a complete copying version of Huangqingzhigongtu during the Qianlong period. Based on the observations of 23 portraits of Guizhou's Miao people in Zhigongtu, and the comparison with the pictures of Miao people in Baimiaotu, this paper reveals the different perspectives of Miao people in Zhigongtu.The portraits in Zhigongtu focus on the characters, and Guizhou's Miao people is classified into four categories: civilized, submissive, primitive and fierce. This classification is based on the accomplishment of bureaucratization of native officers in the region where the ethic group lives, as well as the relationship between the culture of the ethnic group and the Han culture. The image construction of Miao people demonstrates the painters' strong value judgement criteria with their own bias. It also reflects the arrogant attitude of the government and painters. Therefore, to a certain extent,the portraits of Miao people in Zhigongtu can be regarded as a visual representation of the governance of the Miao territory during the early Qing Dynasty.

104 An Analysis on the Regional Mobility of the Double Jiguan Jinshi of Hubei in the Ming Dynasty

Compared with ordinary migrants, double Jiguan Jinshi migrants in Hubei in the Ming Dynasty has its particularity. Emigrants were mainly official ones, while ordinary migrants were mainly civil ones. Immigrants were mainly civil ones, which was consistent with ordinary migrants.The migration time was mainly in the middle and late Ming Dynasty, and the ordinary migrants were in the early Ming Dynasty. The emigrants mainly came from eastern Hubei and the Jianghan Plain,and immigrants mainly came from Jiangxi.Both of them were in accordance with the characteristics of ordinary migrants,which confirmed the well-known migration movement of “Jiangxi Tian Huguang”from one side. The emigrants were mainly distributed in Beijing, Shandong and Sichuan, among which the civil emigrants mainly moved to Sichuan, indicating that the source of the migration movement of “Huguang Tian Sichuan” could be traced back to the Ming Dynasty. Immigrants were mainly distributed in Jianghan Plain and eastern Hubei,while ordinary migrants were mainly distributed in the eastern Hubei.

110 Blend of Multi-Faith: The Integration of Folk Beliefs in the Habitation of Tujia People after the Bureaucratization of Native Officers——A Discussion Centered on The Chapter on the Control of Gods

This paper, based on the analysis of various gods and sacrificial rituals described in the newly discovered The Chapter on the Control of Gods with some historical materials such as local records, finds that after the bureaucratization of native officers, diversified folk beliefs have entered the habitation of Tujia people, combined with the original beliefs, and have been integrated into the sacrifice circle under the principle of “spiritual and faithful”.The sacrifice circle centered on the people has three levels of living circle,production circle and imagination space. It profoundly reflects the inclusiveness of traditional Chinese folk beliefs,the cultural changes of the Tujia-inhabited region after the bureaucratization of native officers, and the special geographical location of the national corridor of the Tujia people habitation. The Chapter on the Control of Gods provides us a good example and perspective to study the formation of the pluralistic integration of the Chinese nation.

119 On Zhang Zhidong's Attitude towards Constitutionalism

For a long time, scholars thought that Zhang Zhidong had a negative attitude towards constitutionalism. In 1993, Kong Xiangji put forward an opposite view based on two newly discovered historical materials.And Hou Yijie's thesis published in 2016 thought that Zhang Zhidong's attitude towards constitutionalism was negative through re-interpretation of the two historical materials. Mr. Hou's refute on the two historical materials can be reasonable, but the conclusion of Zhang Zhidong holding negative attitude towards constitutionalism should be discussed. When being lobbied about the constitutional issue by Zhang Jian in 1904, there are details showing that Zhang Zhidong held a positive attitude. Since 1905, Zhang Zhidong has had a basic understanding of the constitutional reform, that is to say,a preparatory stage was necessary,which was 12 years after 1905. At the beginning of 1907,Zhang Zhidong put forward a lot of views discussing the reform of the system, but he didn't oppose the constitutional reform. In the nine-year preparatory list published in 1908, although the key content of holding the Congress was deleted, the views of both Zhang Zhidong and others were still respected to some extent. And according to the debate occurring in the Grand Council, Zhang Zhidong urged the opening of the Congress,and his attitude was positive. After the publication of the nine-year list, Zhang Zhidong has been following the list, showing his attitude of steadily promoting the constitutional reform. In short, Zhang Zhidong's attitude towards constitutionalism can be summed up in the terms:steady and positive.

124 Between Tradition and Modern Times: A Study of the Leading Group of the China National Amateur Athletic Federation (1924-1949)

Most of the leading members of the China National Amateur Athletic Federation were elected and replaced in a high proportion, but there were also some problems such as low replacement frequency and long-term control by the minority. The social structure of leading group showed that the selection of leading members was not based solely on the professional ability and the degree of concern and participation in conference affairs. Birthplace, age, educational background and even gender were also important factors. The composition and changes of the leading group of the China National Amateur Athletic Federation swang between tradition and modern times for a long time, in a state of being both old and new, as well as between China and the West. This was the reflection of the characteristics of the times in which tradition and modern times penetrate and interweave each other in the process of social changes in modern China.

133 Press Opinion about Taiwan Expedition in 1874

Taiwan Expedition in 1874 was the beginning of Japan's invasion of China in modern times. Scholars pay attention to the significance of the press opinion on this incident, but much less is known about its overall appearance and historical trend. This study investigates the press opinion about the incident through an in-depth examination of various newspapers and periodicals, and reveals that the situation of public opinion can be described as follows: Japanese newspapers mostly held aggressive views, regarded invasion to Taiwan as a righteous act and advocated colonial aggression, while the Chinese press refuted the wrong ideas in many ways. They not only refuted Japan's claims of the ownerless Fan Area and on-the-spot inspection, exposed Japan's lies of obtaining the consent of the Qing government, but also refuted the improper remarks of outsiders, such as the claim of joint suppression. The English press maintained a relatively complicated standpoint. At the beginning, English newspapers published in Japan opposed the invasion, while English newspapers published in China supported it. When Japan's military act in Taiwan came to an end, the English newspapers in both places turned to stand by Japan.

145 The Publishing Activities of the Yanzhou Cathedral

The publishing house of the Yanzhou Cathedral was the publishing center of the Divine Word Missionaries (SVD) in China. It was one of the most important catholic publishing houses in modern China. The publishing house produced many missionary books in plain Chinese, which played important roles in disseminating Catholicism in the north of China. Its publications also included the works on the history of the Catholic Church in China and sinological works, which are valuable historical records and deserve further attention. The publishing activities of the Yanzhou Cathedral show the features of diversity, openness, popularity, and localization. The publishing house of the Yanzhou Cathedral provides an appropriate window to observe the publishing activities of the Catholic church in China from the late 19th century to the middle of the 20th century.

155 A Review on the Research of Publishing Life History of Modern China

“Publishing life history” emerged in response to the trend of “involution” in the study of publishing history, with the view of bringing a new academic aspect to the study of publishing history. Publishing life history refers to all the history related to publishing life, with its core focusing on the daily life history of publishing practitioners and of those who were closely related to publishing. As for the study of publishing life history, scholars mainly centre on publishers’ economic life and communication life, paying little attention to their leisure life. The research of publishing life history should avoid trivialization and be guided by the consciousness of questions. In terms of research methods, it should follow the principle of “dividing fields, dividing time periods and dividing themes”.

161 From “Management” to “Governance”: The Evolution, Characteristics and Problems of Education Governance in India since Independence

The concept of “governance” is derived from political science, and education governance is the application of governance theory in the field of education. India has built up a unique education governance system since its independence in 1947. This system, formed by legislation, administrative education department, administrative national committee and the participation of social forces, has developed from the initial establishment period to the power game period, and has basically realized the structure of shared governance since 1992. The transformation from “management” to “governance” demonstrates the dynamic development and change of education governance in India, which fully reflects the rule of law orientation, democracy orientation, equity orientation and technology orientation. A lot of revelations could be obtained from India's experience in education governance and its problems.

170 National Qualifications Framework Construction: Connotation, Purpose, and Key Point

The building of a strong education country needs first-class education, and first-class education needs the support of the national qualifications framework. At the dawn of globalization and the emergence of learning society, the construction of the national qualifications framework has been highly valued by the international community. China has incorporated the construction of the national qualifications framework into the strategic goal of education development, and hopes that it will play an important role in the construction of Chinese lifelong learning system. Firstly, the construction of the national qualifications framework needs to clarify its basic connotation and understand its essence. Secondly, it needs to reflect its own educational will and adapt to the requirements of its social and economic development. Thirdly, it needs to break through technical difficulties and grasp its key points scientifically. The goal of Chinese national qualifications framework is to establish a scientific learning achievement evaluation system, aiming at establishing the basic standards of Chinese educational development. The key point is to build a lifelong education system with knowledge, skills and abilities in order to provide qualification certification for citizens' lifelong learning, and develop an overpass linking all kinds of education, and then serve the construction of a powerful nation of education.

178 Evaluation and Optimization of Rural Teachers' Subsistence Allowance Policy——Based on the Survey of 8 Counties in 8 Provinces of the Eastern,Central and Western Regions

Based on the theoretical framework of policy evaluation of the factual level and the value level, the evaluation of the implementation of the rural teachers' subsistence allowance in eight provinces and eight counties in the eastern, central and western regions reveals that the policy achieves remarkable results on the factual level: the policy coverage continues to expand, and the pattern of deficit ordering is initially formed. From the perspective of the value level, the interests of some policy-related entities have not been fully satisfied, the performance is as follows: the policy target group has not taken in all rural teachers in remote and hard areas; the lack of provincial financial coordination leds to the low subsidy standards in some regions; the policy implementation deviation of local government hinders the actual acquisition of rural teachers. In order to further optimize the subsistence allowance policy, a scientific implementation plan should be formulated, an incentive and restraint mechanism for financial input should be established, and a dynamic supervision mechanism should be improved.

185 Current Situation and Development Trend of Chinese Psychobiography Research: Based on Knowledge Mapping of CiteSpace

The application of knowledge mapping analysis can show the research status in certain field clearly, and intuitively reveal the future direction of Chinese psychobiography, providing important references for future research. The data in this paper is mainly collected from CNKI, with supplementary data sources from other databases. Both Excel and CiteSpace 5.2.R2 are used for statistical analysis. By using a combination of quantitative and qualitative methods, it draws the time distribution diagram of the number of posts, the authors' cooperation map, the universities' cooperation map and the keywords' cluster map. The results show that the number of psychobiographyical papers published in China is increasing with obvious fluctuation. The increase in the number of academic articles on psychobiography directly contributes to the continuous development of this field, and predicates a bright future in this research field.
