Abstract：Based on the bilateral trade data of “The Belt and Road” countries，the economic and trade cooperation network of “The Belt and Road” was established.On this basis， the structural model of decision-making rules was introduced to construct the quantitative model of network game combined with the actual situation of “The Belt and Road” national cooperation. Then， the following aspects are analyzed in this paper， including the influence of the type of decision-making structure， proportion of perceived non-Nash equilibrium， the noise perceived from others' choices， the noise of the participants' own choice， the neighbors' reward and the pressure on the betrayal from the network on the choice of “The Belt and Road”national game strategy.The relevant conclusions were tested by simulation method and the China's coping strategy were further discussed.
