Abstract:This article holds that Chinese peasant workers, as one of the outcomes of the reform and open policy, are facing a very awkward situation in cities. They are living on the edge of cities not only geographically but also culturally and are not accepted by the city inhabitants. There're many conflicts between them. On the other hand, however, peasant workers play an important role in the cities' development. So it's time to give the peasant workers a proper status and corresponding rights, which would be instructive to the social integration. In this process, it thinks, government should adapt tolerant attitude and administration thus to carry out new institutional reforms.
