Ba Culture and Formation of Ba Chu Culture in the Pre-Qin Dynasty
Ba was an ancient state with magnificent civilizat ion , which located in the upper reaches of the Han River in the Shang, West Zhou dy nasties and the the Peorid of Spring and Autumn. The culture of Ba state was different from the cultures in Ba districts which distributed over east Sich uan and west Hubei until the Peri od of Warring States. It was the Period of Warring States for the two cultures t o merge into one organic whole. Ba Chu culture was a district culture distrbuted through the upper reaches of the Han River, east Sichuan and west Hubei, where was the former territory of Ba state but seized by Chu state in the middle Perio d of Warring States. Ba Chu culture was the result of the exchang for a long-te rm between Ba and Chu cultures in the land.

On Subversion of the Subject
The identity of self as a cognizing subject is a very import an t issue in the realm of philosophy. This issue, however, has been regarded unass ailabl e by ontology before Cartesianism so as to be parenthesized. Epistemology has al ready questioned the nature of cognizing subject, nevertheless, it still attribu tes identity, oneness, and self-sufficiency to self. The revolution of cognitio n induced by philology makes people think it for the first time, and subverts dr astically the identity, oneness, and self-sufficiency of self. However, this su b version does not come from metaphysics but from Lacanian psychoanalysis. Owing t o the discovery of Lacan, we have finally understand that the identity, oneness, and self-sufficiency of self are only a kind of illusion, for self is essent ially another. Self ends up recognizing that his being has never been anythin g more than his own construction in the imaginary and that this construction und ercuts all certainty in him. For in the work he does to reconstruct it for anoth er, he encounters anew the fundamental alienation that made him construct it lik e another, and that has always destined it to be taken away from him by another.

Decentralization,Democracy and Local Government''''s Accountability
Based on distinguishing theoretically the democrati c mandate from administrative delegate, the paper analyzes how the two kinds of au thority-giving influence local government's accountability in China since the policy of opening up and reform. It is argued that the key reason of weak ac countability of local governments is the democratic mandate is weaker than admin istrative delegate. Local officials pay more attention to the above level, not t he public. In order to construct a comprehensive and effective public accountabi lity mechanism, democratic mandate has to be strengthened and reinforced mutuall y with administrative delegate.

From t he positive view, it will push forward the political development in contemporary China, but from the negative view, it will perhaps reduce the capacity against external dangers, expand the political corruption, aggravate political instabili ty, make political decline. To push forward political development and avoid poli tical decline, it's really necessary to improve market economy, cultivate civil society, construct a state of rule of law, rebuild political power, improve gove rnment capacity, etc.

The Application of WTO Law in China
China's accession to the WTO has drawn great attention to the problem of the app lication of the WTO law in China, which concerns to the old theory about the rel ationship between international law and domestic law. The article attempts to ad dress this issue. It briefly introduces first the general theories and practices on the application of international treaties in domestic jurisdiction in the wo rld, and analyses Chinese approach. Next it introduces the main academic discuss ion the international society about the application of WTO law in the Member Sta tes. The last part provides some suggestions about China's possible practice.

On the Problems and Countermeasures of Compulsory Education After the "Tax and Fees" Reform
The problems the compulsory education of the count ry especially in the Midwest area faced after the "Tax and Fees" reform are: its h eavier contradiction of the supplying and demanding; the weaker of the guarantee conditions for the country's education; the problem of delaying delivery of the teachers' salary who work in the country; etc. This paper thinks, the main reas on for these above is that, the imbalance between the county-rank government's f inancial structure and their responsibility for the compulsory education. This p aper puts forwards the settlement as: re-construction of the structure of the c o mpulsory education's rights and obligation, that is the government running the s chools with different ranks supporting financially.

On the Image Art of Modern Chinese Poetry
The paper analyzes the transformation and characteri stics of the image art of modern Chinese poetry in 1930s. The image art of modern poetry in the fo rmer period represented by Dai Wangshu and He Qifang shows the spontaneous pursu it of the mixture of image art of Chinese and western poetry when exploring the artistic conception of image and changing and using the modernity of classical C hinese poetry image. While the poets in the latter period represented by Bian Zh ilin and Fei Ming are mainly influenced by the symbolic art of the latter period . Image art transforms into the hidden rational presentation and also shows the daily characteristics of image.
