1 Evolutionary Logic and Trend of Political Science Research Methods——Based on Bibliometric Analysis of Chinese and Foreign Political Science Journals
Wang Bingquan
Based on the literature reviews about evolution of Chinese and foreign political science research methods and the bibliometric analysis in Chinese and foreign political science journals, this paper draws the following conclusions. There are significant differences in the types of research methods between Chinese and foreign political science research results. It is a trend to use empirical methods, especially quantitative analysis methods. Research methods of political science in China, especially the mixed research methods, need to be improved, and the types of specific research methods are relatively simple. In the future, China’s political science research methods need to be improved in four aspects. The methods should achieve the common development between qualitative and quantitative research. The methods can’t fall in the mire of “methodology only”. The introductions of monographs need to be increased in journals. Application of the research methods should be headed the direction that is globalization and localization into a combined development.

20 New Urbanization in the New Era:The Element Structure and Path Optimization
Yuan Fangcheng Chen Zehua
Urbanization is a powerful engine for the rapid growth of the national economy. For a long time, the structural imbalance of the factors including population, land and finance makes the urbanization in the state of “unbalance”. Based on the perspective of factor system, in view of the contradictions in the development of urbanization, combined with the new concept of urbanization development and target orientation, this paper forecasts the development process of urbanization and the requirement of the factors in the period from 2016 to 2030, and evaluates the new level of urbanization and coordination in the future. The development of urbanization in the future is facing a huge gap of land and funds. The period from 2014 to 2018 is the policy adjustment phase and the transition opportunity phase of urbanization from “imbalance”to “equilibrium”.We should establish the basic idea of taking the financial elements as the breakthrough, restraining the rapid expansion of the land elements and promoting the coordination of the “population-land-finance” elements, in order to coordinate the household registration, land, financial and tax financial reform and policy coordination as the optimal path for the new era of new urbanization.

40 From General Domination to Socialized Integration: The Evolution Logic of Modernization of Grassroots Governance in China since 1949
Li Chungen Luo Jiawei
Since the founding of the People's Republic of China, with the construction of state power and the multi-dimensional transformation of the economic and social structure, the grassroots governance mechanism has gradually moved from general domination to socialized integration. The construction of modern nation-state has formed a system of general domination and governance based on planned economy, and the decentralization of power by the state and the development of non-public economic organizations have formed a system of grassroots self-governance supported by the socialist market economy. Due to the continuation of the habit of state power and the lag of the development of social market, grassroots governance has encountered the problems of “political and social failure” of administration and popularization. In order to get out of the governance dilemma, the socialized integrated governance mechanism characterized by professional traction, organizational participation and “political-social cooperation” began to emerge. In the new era, strengthening the overall leadership of the party, enhancing the party's socialized integration function and improving the cooperative governance mechanism under the leadership of grassroots party organizations become important issues to promote the modernization of grassroots governance.

52 Study on Stability of Market Design in Public Rental Housing Matching Market
Deng Hongping Wan Qinjuan
There is market failure in public rental housing, the matching of supply and demand is considered to be difficult to obtain the optimal solution, the problems of the process of public rental housing matching are often neglected, but the theory and practice of market design bring light to the solution of these problems. Following the theory and experiment of public rental housing matching, starting with preference in cooperation games and the core with the indivisibility, this paper does systematically works in interpreting the design of the public rental housing matching market from initial allocation to reallocation exchange and redistribution adjustment. Theoretical research proves the superperformance of RSD, TTC and G-S mechanisms, as well as those derivative mechanisms, while experimental tests show that these several mechanisms are not consistent with theories above. Three crucial reasons could explain why there is still a certain gap with the theoretical stability logic: the failure to follow through Strategy-Proof in all mechanisms, the limitations of environmental complexity and cognitive deviation, or the mechanisms which are not OSP.

65 Analysis of the Optimal Supply Scale, the Causes of Supply Shortage of Basic Public Services
Wei Fucheng
Analyzing the scale of basic public service supply has important theoretical and practical significance. This paper builds a theoretical model in the framework of economic growth and analyzes the influencing factors of the optimal supply scale of basic public services, and finds that the elasticity of various basic public services, the level of economic development and other factors will have a monotonic or non-monotonic effect on the optimal supply scale of basic public services.Furthermore, this paper demonstrates the reality of insufficient supply of basic public services in China and explains why local governments do not have the ability and incentive to make optimal supply decisions for basic public services. In the end, this paper proposes policy suggestions on how to improve the incentive of local governments to provide basic public services with the goal of optimal scale, such as improving the transparency of basic public services and enhancing the research capacity on the theory related to optimal scale of public services.

76 Documentary Evidence of Popular Literature Moving to Modernity through Rewriting——An Analysis of Yu Xuelun's Rewriting of Romance of West Chamber and Discussion on Rewriting Phenomenon and Significance of Modern Romantic Novel
Li Junguo Tan Hua,
In late Qing Dynasty and early Republic of China,it became a common practice in the popular literature circles to create works by rewriting ancient romanitc classics. One of the popular writers in period of the Republic of China is Yu Xuelun whose rewriting of the Romance of the Western Chamber is a noteworthy phenomenon, which has important value and significance. His Historical Romance of the Western Chamber, compared with Wang Shifu's Romance of the Western Chamber, has the characteristics of classical Chinese mixed with vernacular Chinese, unity of speech and writing, elegance and popularity. Its narration of love changes from human feelings to romance, and from joy to sadness. This kind of rewriting is realized by adding and deleting authentic text, which embodies the author's view of “flaunting knowledge by novel”, the view of love tragedy, and the view of “reviving the soul and creating the book”.In addition to the Historical Romance of the Western Chamber, Nie Zuiren's Romance of Pipa and Jiang Yinxiang's Romance of Peach Blossom Fan are also examples of rewriting. Because of the intertextual relationship among them, these novels witness the emergence of modern characters of romantic novels.

84 Agamben's Kafka
Zeng Yanbing
Giorgio Agamben, the famous Italian political philosopher and thinker, has studied Franz Kafka a lot and often discussed about him in various types of essays, with the long essay “K” written especially about Kafka. In order to explore and analyze Kafka's novels, Agamben begins with linguistics, closely combines with legal philosophy, frequently enters the field of theology, and draws some brand new conclusions with the focus on the protagonist K in Der Porcess and Das Scholss. In his view, linguistic analysis is both the research method and the direct proof. Roman Law is the core of linking Agamben with Kafka. Theology is what both Agamben and Kafka think and concern about. It's meaningful and interesting to read Kafka through Agamben, or understand Agamben through Kafka. Obviously, the harvest of this new approach won't be only limited to expand and deepen the thinking and exploration on Agamben and Kafka.

92 An Ethical Interpretation of Bloom's Goodness and Tolerance in Ulysses
You Qiaorong Zhou Baiqing
Leopold Bloom is the protagonist of the long novel Ulysses by the Irish writer, James Joyce. The distinctive feature of his character is that he always shows his goodness and great tolerance whether he is treated with coldness and discrimination from the Irish society or he suffers his wife's betrayal. His goodness and tolerance stem from his strict abidance by the Jewish ethical commandment, “love your neighbor as yourself”. His goodness and tolerance are also reflected in his marriage. Bloom forgives his wife Molly's infidelity. He takes her as his “bone of my bones and flesh of my flesh”, regarding her as an indispensable part of his life. This indicates that he lives up to the marriage vow the first human ancestor Adam made to his wife Eve. To his wife's extramarital affairs, instead of scolding or punishing her, Bloom shows extreme tolerance for her and holds fast to his marriage. This indicates that he strictly adheres to the Jewish marriage contract. In brief, Bloom's strict abidance by the Jewish ethical commandment, “love your neighbor as yourself”, his observance of the marriage vow made by the first human ancestor and his strict adherence to the Jewish marriage contract are the ethical reasons for his goodness and tolerance.

99 The Academic Criticism of the Pre-Qin Taoists on Various Schools of Thought
Gao Huaping
The academic criticism of Taoism in the pre-Qin period began from Laozi's criticism of Confucius and Yang Zhu. Laozi mainly criticized Confucius' idea of “propriety” and “benevolence and righteousness”, while Yang Zhu's idea of “self-confident” and his pursuit of “the rule of the wise monarch”. After Laozi, Yang Zhu once criticized Mozi's core values such as “universal love”, “upholding virtue”, “reverence ghost” and “negative fate”. Huazi, who belongs to Yang Zhu school, made a two-way sublation of various views and behaviors of “six desires are not appropriate” in the society at that time, while Zhan He gave full play to Yang Zhu's theory of “for me” and “for yourself”. Both Zhuangzi and Zhuangzi's posterities gave academic criticism on the pre-Qin scholars. The latter scholars of Zhuangzi, represented by Wei Mou, thought that Zhuangzi's learning was as great as the East China Sea, while Gong Sunlong and others were like frogs in a well. The latter scholars of Zhuangzi, represented by “the chapter of the world”, criticized all of the pre-Qin schools, which all have “advantages and practicality” and were “non-universal”. The academic criticism of “Ji-xia academy of Huang Lao school” was represented by Shen Dao, Tian Pian and Guanzi. Shen Dao inherited Laozi's view of nature and developed towards legalism.

111 On the Theme and Structure of “Zhuangzi waiwu”
Zhang Haiying Zhang Yufan
“Zhuangzi waiwu” has always been regarded by researchers as messy, loosely structured and unclear. But in fact, the beginning of “Waiwu” puts forward the main idea: “outer things are not necessary”, that is, things outside the body can not be grasped. Then the whole text basically develops around this main idea: chapters 2 to 6 give five examples in succession, comprehensively and detailedly prove that “outer things are not necessary”, chapters 7 to 11 offer a solution to the “impossible” dilemma: “the mind has a way of traveling.” Chapters 12 to 13 are about the methodology.Traps and hoofs are used as metaphors so that the readers can really approach the author's meaning.

118 More Evidence for the Identity of the Author of Hanshu Shuzheng
Dong Enlin Tang Jun
The current research provides more evidence for the assumption that Hang Shijun is the real author of the book Hanshu Shuzheng. The direct evidence is the newly found citation “see Hanshu Shuzheng” in another book Shiji Shuzheng by an anonymous author, and the citation attests to the assumed identity of the author. The indirect evidence is the same assumption made by Japanese scholars Yoshigawa Kōziro(吉川幸次郎), Ogawa Shigeki (小川茂树)and Hiraoka Toshiyuki(平冈武夫) and Chinese scholars such as Sun Haibo and Zhu Xizu in modern times, Hang Shijun’s connection with scholars Zhang Yongzuo, Qi Zhaonan and Zhao Yiqing in Qing Dynasty, as revealed by the book Hanshu Shuzheng, as well as the agreement of Hang Shijun’ own thoughts and theories with that in Hanshu Shuzheng.

124 Reactions to Plague in Traditional China: Features and Internal Logic
Yu Xinzhong
China has gained enormous historical experiences from its long history of plague prevention. It is meaningful and essential to draw inspiration from these experiences to cope with contemporary problems through a careful examination of both the history and the present. However, bias or misinterpretations would be produced if we fail to reflect on Chinese historical reactions to plague from the perspective of “total history” of China and the globe with a comprehensive understanding of their features and internal logic. This paper summarizes the features and internal logic of the plague control in traditional China from a holistic perspective of view. Traditional China had accumulated rich and significant experiences on plague control without forming systematic knowledge. Although the governments reacted to epidemics with a relatively positive posture, institutional systems remained lacked. Little had been achieved in critical control of the plague or cutting off the transmission. The aim of the epidemic control was more of displaying benevolent governing. Subjected to the limitations of the governing philosophy and historical conditions of their time, these policies showed limited care for the actual effect as well as the individual’s lives and their values.

130 The Relationship Between the Scientific National Medicine and the Formation of Modern Angelica as “Effective Medicine for Gynecology”: On the Role of Modern Medical Advertisements
Wang Yanping
The modern medical advertisements play an important role in tonic and consumer culture. However, it remains to be seen whether the gender bias of drugs can be shaped by the current situation. Taking angelica as an example, based on the existing research, this paper firstly clarifies the context knowledge from Yuan dynasty to the pre-modern period, believing that curing female diseases did not become the main function in its description. In modern times, changes have been made in the 1930s. The description before the 1930s did not change much compared with the Ming and Qing dynasties. After that, women was gradually narrated as the main efficacy. In this period, angelica preparation advertisements at home and abroad, with the help of indigenous knowledge of medicine, and that has been passed from east to west and back again. Emphasized the treatment of women’s diseases, such as regulating menstruation as the curative effects that were most in line with the “scientific” national medicine and the needs of the time. In late 1940s, not only advertisements and the daily consumption influenced by them, but also the pharmacology and new herbal medicine are lean to narrate female diseases. The different expressions and emphases of the two carriers jointly recorded the process of angelica becoming the female medicine under the background of modern changes, such as the scientized national medicine and the Chinese national goods movement.

142 Super Alliance: The Naming and Distribution Practice of Xinhua Bookstore in Wartime
Wu Yonggui Niu Tingting
In the war period, like “Jiefang”, “Xinhua” is a revolutionary word endowed with special political symbolism. They echo back and forth in image, silently shaping the political imagination of the masses for the new world in the future. Xinhua Bookstore, which was born from Liberation Press, explored a mature Yan’an mode in its early practice. Under this mode, cross-border composite operation, high-level system arrangement and development path from newspaper office to bookstore were widely copied in various base areas and liberated areas. Bookstores sharing the name of “Xinhua” formed a political community with the same political goal through mutual assistance and resource sharing. With the continuous expansion of the region controlled by the Communist Party and the process of the war, Xinhua Bookstore has completely realized the transformation from single-center vertical distribution to multi-level and separate development, and has become a super alliance. The naming and distribution practice of Xinhua Bookstore in wartime reflected the emphasis of party politics on promotion activities. From the development of Xinhua Bookstore, we can also see the practical, flexible and efficient governing ability of Chinese Communist Party.

184 Wang Yanan's Way of University Management and Its Enlightenment to the “Double First-Class” Construction
Zhang Jiping Zai Fang
Wang Yanan accumulated rich experience in running and managing a university on the way of exploring how a university develop excellently and characteristically, which led him to form a unique way of running and managing universities. Firstly, he emphasized universities should progress steadily with politics, that is, politics, adhering to Marxist political stance, the leadership of the Communist Party of China, and the socialist orientation in education, should be put in the first place. Secondly, he advocated universities should stand with academic, that is, universities must emphasize the combination of academic freedom and academic contention, the combination of social science and natural science, and the combination of theoretical exploration and social practice. Thirdly,he focused on the building of characteristics of universities, that is, to develop itself, a university must recognize its situation, giving full play to geographical advantages, resource advantages and team advantages, so as to form its characteristics in running. Fourthly, he implemented a university to be powerful with talents, that is, universities need a brilliant chancellor to distinguish, cultivate and employ talents, in order to create a strong magnetic field for talent gathering. To absorb the construction power of “double first-class” from Wang Yanan's way of university management, we need to fix our soul with politics, establish ourselves academically, strive for excellence with characteristics, and make great achievements with talents.
