1 The Educational Economy Thought of The Communist Party of China: 100 Years Evolution, Theoretical Consciousness and Chinese Characteristics

The educational economic thought of The Communist Party of China has inherited the excellent traditional culture of China, drawn on the excellent educational achievements of the world today, and summed up the historical experience of the Party's leadership in educational economic work. It is the product of the combination of the basic principles of Marxism and China's educational economic practice, and it is also an important part of the Party's innovative theory, which not only embodies certain stage features, but also constitutes a self-contained scientific system.The educational economic thought of the Party develops from many dimensions with the consciousness of theory and the system of the operation. People nature is its value pursuit with the relationship between education and economy as its foundation, the priority development of education as the essence, the relationship between education and labor as the main line, the construction of human resources as the core, the fair education as the focus, and the effect of science and technology on productivity as the key. The Party's educational economic thought has the Marxist character which surpasses the western educational economic theory, and shows the characteristics of practice, people, criticism, integrity, dialectics, etc., which has made original contributions to the formation of educational economic thought with distinct Chinese characteristics, and has demonstrated the self-confidence of socialist path, theory, system and culture with Chinese characteristics.

15 The Basic Experience of The Communist Party of China in Governing the Country Based on the Five-Year Plans

Since the founding of the People’s Republic of China, The Communist Party of China has combined Marxist basic theory with China's national conditions, compiled and implemented 14 five-year plans for national economic and social development in accordance with the objective laws of economic and social development, and the 14th Five-Year Plan is under way. The practice of compiling and implementing the Five-Year Plan by the Party leadership contains the Party's unique experience in governing the country and embodies the theoretical and practical innovation of the Party's leading socialist modernization. The strategic goal of the Five-Year Plan embodies the advantages of the socialist system of “Drawing a Blueprint to the End”, the main content of which embodies the Party's people-centered guiding philosophy, and the way of formulation reflects the gradual improvement of the Party's ability of governing, the effect of implementation reflects the gradual improvement of the Party's governance efficiency. Standing at the starting point of a new journey to become a great modern socialist country with Chinese characteristics, we deeply summarize the basic experience of the Party leadership in formulating and implementing the Five-Year Plan, which will provide theoretical and practical basis for comprehensively building socialist modernization and realizing the Chinese Dream of the great rejuvenation of the Chinese nation.

25 Significance and Path of Improving the Organizational Power of Party Organizations in Colleges and Universities in the New Era

The organizational power of the Party organization is the resultant force of the political leadership, organizational coverage, mass cohesiveness, social appeal, development and self-innovation formed by the Party organization during its development. The improvement of the organizational power of the Party organization in colleges and universities is the inevitable requirement for strengthening the Party’s overall leadership and implementing the comprehensive and strict governance of the Party. It is also a practical need for promoting the construction of “Double First-class” and the development of higher education in the new era. It can give full play to the role of college Party organizations in fighting fortresses. To address the problems of marginalization, weakening and fragmentation of organizational power, the strategies for improving the organizational power of the Party organization in colleges and universities in the new era are as follows. Based on the premise that the organizational power is paid much attention to, selecting the excellent Party branch secretaries is the key. Furthermore, with the guarantee of the evaluation system and the foundation laid by strong Party-mass relationship, we call for the firm ideals and the composition of forces.

33 Considerations on Some Issues in the Theoretical Construction of Chinese Political Science

With the advent of the new era, Chinese political science has entered a new stage of development. Knowledge production based on Chinese practice and theoretical construction based on comparative politics have become an academic mission that Chinese political science researchers must undertake. At such an important change node, methodological thinking on knowledge production and theoretical construction is a necessary and important pre-work. On the basis of existing discussions, the thesis identifies the basic dimensions, logical space and possible evolutionary paths of the theoretical innovation of Chinese political science. It believes that the theoretical innovation of Chinese political science is an interdisciplinary, transnational, and intergenerational systematic project. How to deal with the relationship between China’s modernization and its cultural tradition, Chinese practice and Western theories is still a problem that needs to be explored continuously.

41 Gender, Family, Country: The Political Tension of India Rural Women's Participation in Village Governance——Based on Field Surveys in Indian Villages

Rural women's participation in village governance in India exhibits multiple paradoxes: the high proportion of women in the grassroots governance organization Panchayat who participate in and hold major positions is the world's leading position, while the classic patriarchal (manus) family is still the basic system of the village, and women are dominated in the family.The women selected for Panchayate have a tough and unyielding fighting spirit and a significant gender awareness, but at the same time, the governance power granted to them by the law usually became the “rubber stamp” manipulated by patriarchs.The state promotes rural women's participation in village governance through the formulation of constitution, but it is deeply opposed by the classic patriarchal (manus) system. As a result, the country's high level of intervention and weakness coexist in the face of this issue. Big data shows a high proportion of rural grassroots women's self-government participation in India, while micro village field surveys can more deeply observe the political tension between gender, family and country.The dimension of interaction and recursion between gender, family and country can explain the multiple paradoxes of Indian rural women's participation in village governance more academically.

50 Household and Clan: The Identification and Logic of the Basic State Governance Unit——Based on the Analysis of the Materials from the “In-Depth Fieldwork in China”

The identification of basic governance unit is an important content of state theoretical research. Historically, both household and clan have constituted important unit of China's state governance, but which one is more fundamental? There are controversies in the academic circles surrounding this issue, and two theoretical orientations have been formed: the clan unit theory and the household unit theory. Different from the existing orientation of investigating household unit or clan unit alone, the identification of basic state governance unit is more important in clarifying the relationship between household and clan. The core is the judgment and comparison of the autonomy and independence of the two types of governance unit.According to the materials from the “In-Depth Fieldwork in China”, on the one hand, the household unit has strong autonomous governance characteristics, and thus has higher autonomy and independence. On the other hand, the clan unit is not only limited in function, but also shows obvious externality. From a comparative perspective, household constitute the basic governance unit of China's state governance and regulate the state and direction of China's state governance. At present, our country is in the process of advancing the modernization of the state governance system and governance capabilities. We should attach great importance to household as a basic governance unit, and achieve good governance and development of villages by improving household governance functions.

59 Financial Shared Service Centers and Corporate Trade Credit

Trade credit is an important means of short-term financing for firms all over the world, especially under the COVID-19 epidemic, become the key to the firm's survival and good development. FSSCs are strongly supported by our government and the number of them is growing rapidly, and existing research shows that they are conducive to improving the internal control and information disclosure quality, further alleviating the information asymmetry problem. Therefore, would FSSCs influence corporate trade credit? What is the logic and specific institutional channels behind the theory? What is the economic consequences?This paper, using listed firms' data of China's A-share markets from 2003 to 2018, finds that, FSSCs can significantly increase corporate trade credit which is realized by two mechanisms of improving the internal control quality and reducing the supplier concentration. Furthermore, the effect of FSSCs on corporate trade credit is mainly concentrated in the sub-sample of non-state-owned enterprises, low institutional investor holding, high economic policy uncertainty and tight monetary policy period, etc. Economic consequences study finds that, FSSCs can ultimately increase the investment level and improve the operating performance by increasing corporate trade credit.

73 How Can Financial Policy Be Positive in the Construction of a Multi-Level Social Security System?——Based on the Research of Supplementary Commercial Insurance for the Disabled

The social security system has the attributes of financial management, and the country and society have more positive expectations for financial policy. According to the decision and deployment of “comprehensively build a multi-level social security system”, it is necessary to promote the modernization of financial governance to ensure that the financial policies supporting supplementary commercial insurance for the disabled are positive. Using the Sabatier-Mazmanian policy implementation theory model as an analytical framework, this paper selects ten cities from level 1 to 5 nationwide to conduct policy analysis and empirical test of accident insurance for the disabled. The results show that the purchase of accident insurance policies has significantly improved the satisfaction of the disabled, and plays a better role of supplementary security. Among them, the coverage of target groups and public financial input have obvious effects on the positive improvement of policies, but the influence of insurance market development is not significant. In order to further promote the positive of financial policy, we should strengthen the overall planning of the government to expand the scope of policy guarantee, and lay a solid material foundation for the market mechanism; clarify the boundary of financial responsibility to assume the responsibility of basic guarantee, and form a “basic+upgrade” hybrid supplementary commercial insurance system; give play to the policy transmission mechanism to energize the market, and enrich the supply of insurance products for vulnerable groups.

The cultural space of intangible cultural heritage embodies both natural and social attributes. Its natural attributes include characteristics of regionalism, ethnicity and field based on geographical space, as well as characteristics of continuity, periodicity and time points based on temporal space. Its social attributes include institutional, emotional and integrative characteristics based on social space, as well as public, shared and diverse characteristics based on cultural space.

93 The Communication Strategies of Intangible Cultural Heritage Video Resources from the Perspective of Intelligence

In the era of Big Data, the research on video communication of intangible cultural heritage from an intelligent perspective is conducive to stimulating the potential of video as a cultural carrier, further highlighting the audience’s dominant position in communication, and is a concrete embodiment of the deep integration of culture and technology. The core of the intelligent communication of intangible cultural heritage video lies in the integration of resources, audience and engine, which is mainly reflected in the following aspects. Firstly, it clarifies the representation form and inherent logic of intangible cultural heritage video, and constructs a structured and visual video network through the comprehensive application of metadata, resource ontology and semantic association. Secondly, the commonness of the target audience is refined, and the initial description and dynamic correction scheme of the audience’s personality are established from the aspects of demand target, access style and cognitive state by using data mining and quantitative analysis methods. Finally, based on the interaction law of communication elements, a series of problems in the implementation of intelligent communication engine are solved from two dimensions of content intelligent generation and resource intelligent adjustment.

107 Creative Inheritance of Chu Opera Culture under the Background of Rural Revitalization

Under the background of rural cultural revitalization, how to realize the creative inheritance of Chu opera culture, so that Chu Opera can be truly spread, performed and retained in Hubei province, has become a cultural topic worthy of in-depth discussion. Starting from the core concept of “co-production” in the new public governance theory, public cultural services should realize the transformation from single government provision to co-governance by multiple subjects, the reconstruction of the subject of supply and demand relationship and the diversification of public cultural products. Based on this, the contemporary path of the protection of intangible cultural heritage and creative inheritance of Chu Opera culture is as follows: from “sending opera to the countryside” to “planting opera in the countryside”; popularize the cultural knowledge of Chu Opera and cultivate the audience's interest; diversified and localized training of Chu opera inheritance talents; add modern elements to traditional Chu dramas; integrate Chu opera performance into rural folk festivals; promote the institutionalization and standardization of “co-production” of Chu opera with the construction of cultural rule of law.

114 Modern Significance of Sticking to Chinese Traditional Academic Expressing Approaches—— Based on Zhang Shunhui's Academic Experience of “Interpreting Chinese Academic Texts through Chinese Traditional Academic Expressing pproaches”

By exploring the expressing approaches in Zhang Shunhui's academic works, it is not hard to find that his works finished before 1949 almost adopt traditional academic expressing ways, which thereby can be credited as the professional academic research field “Emendation”. “Emendation” can never be denied as a veritable Chinese traditional research, which is the starting point of Mr. Zhang's great learning and runs through his academic life. Before 1949, Mr. Zhang had published two relevant academic works, which are Guang Jiao Chou Lue and Ji Shi Cong Gao. Mr. Zhang's historical achievement on Emendation is to redefine Emendation and develop its functions in academic history of “distinguishing academic categories and figuring out their different origins”. After 1949, Mr. Zhang published two representative works, which are Han Shu Yi Wen Zhi Tong Shi and Qing Ren Wen Ji Bie Lu. These two works illustrate how to convey the academic history through Emendation and how to summarize the academic history with Emendation, whose unique value lies in fully revealing the abundance and integrity of academic history and manifesting the vigorous vitality of traditional academic expressing approaches by enriching the details of academic history and opening up a fresh outlook of it. Mr. Zhang's sticking to Chinese traditional academic expressing approaches contributes to the precious research experience of “interpreting Chinese academic texts through Chinese traditional academic expressing approaches”, which endows Emendation with the modern significance. In this way, it urges us to think deeply about the formation of academic research achievements, to reflect on the drawbacks of current academic system, and also encourage us to summarize and promote Zhang Shunhui's academic thoughts from the height of Chinese ideological history, cultural history and academic history for more than one hundred years.

123 The Profound Influence of Historical Materialism on Zhang Shunhui's Historical Study

After the founding of The People’s Republic of China, Mr. Zhang Shunhui studied the theory of Marxism history seriously, and used it through his research work. He paid attention to the major theoretical issues such as the stages of ancient Chinese society, made a scientific analysis of the living conditions and social status of each class. He fully recognized that the working people are the creators of material and spiritual civilization, and the people's resistance to the oppression of the ruling class is the driving force for social progress. In the evaluation of historical figures, political figures should be evaluated according to the standards that conform to the needs of the situation, figures in ideological and cultural circles should be evaluated according to the standards of carrying forward cultural traditions, and other historical figures should be evaluated by standards that promote the well-being of society. In the study of philology, he revealed that the Chinese characters preserve the pictures of the social life in ancient China, and the simplification of glyph has inevitability in the historical development. His academic thought that “everything must be ruled by historical materialism” is really to be worthed by the posterity history researchers.

133 People’s History, Integrative Vision and Moral Self-Cultivation: On Zhang Shunhui’s Historiography

Zhang Shunhui’s scholarly interest covered many dimensions, focusing mainly on Chinese history and the study of Chinese language and characters. His achievements in historical studies were an integral part of his comprehensive academic research, therefore, should be studied as a whole. His historiography was deeply affected by the historical changes in the past century, as well as his identity as a scholar from Hunan province where local intellectuals celebrated the pragmatic functions of academic research. Based on his vernacular identity and his understanding of the present, Zhang shunhui developed his fundamental historical view—people’s history. Zhang Shunhui tried to graft traditional historiography with historical materialism, commended general history, progress, and practice, forged a new general history of the people, and formed his own academic characteristics integrating the old and the new. He criticized and interpreted history independently, despite conventions or prevalent trends. In his deeds and life, he nourished his mind with moral principles. Zhang Shunhui’s self-contradiction and scholarly exploration also reflected the conflict and anxiety of the intellectuals of his generation.

149 Analysis of Hu Feng's Manuscript Notes on Ding Ling's Works

Hu Feng's manuscript Notes on Ding Ling's Works was officially published in 2012. From the paper usage of the manuscript and Hu Feng's related self narration, it can be judged that the manuscript was written in 1931. It is Hu Feng's second attempt after the failure of his first attempt to literary criticism. This attempt, which uses the reading notes, is to comment on Ding Ling's early work In The Dark. Although the manuscript has not been written up to article, there are many insights in it, which shows Hu Feng's ability in literary criticism. Through this attempt, Hu Feng rebuilt confidence in literary criticism.The reason why Hu Feng commented on Ding Ling's early work In The Dark is that he tried to understand Ding Ling from the origin and found that Ding Ling had the same view of society as himself. In his comments, Hu Feng viewed Ding Ling with her literature and get a general idea of her personality, so he could get along well with Ding Ling at first sight. From Hu Feng's manuscript, we can also see that Hu Feng pays attention to the writer's creative process in literary criticism, goes deep into the writer's creative psychology, is considerate of the writer's creative joys and sorrows, and shows the habit of creating concepts by himself. Hu Feng has shown his own critical style in this attempt of literary criticism.

157 Study on Dual Isomorphic of Khitan Literature

After the establishment of the Liao Dynasty, the Khita people both accept and learn systems including politics, economy, law, education, and literature from Central Plains Dynasty.Under the actuation of national self-respect and confidence, they create Khitan words to develop Khitan literature which makes the society and culture show dual status in various aspects. With the influence of the status, the Khitan literature presents the feature of dual isomorphic embodied in three steps consisted of the bilingual creation and translation run concurrently, bilingual combination codependent and the mix of ideology and culture. It reflects Khitan people's recognition of Chinese culture, shows the process that Khitan culture and Chinese culture, Khitan literature and Chinese literature are isomorphic with Chinese culture and Chinese literature, and fully proves the pluralistic integration and unity of Chinese culture and Chinese literature.

164 Construction of Public Health Emergency Management System in Rural Schools: Challenges and Countermeasures

Strengthening the construction of public health emergency management system in rural schools is an important part of improving the national grassroots governance system, and also an internal guarantee for the realization of Rural Revitalization. Rural schools face greater public health risks, and their emergency management system needs to be standardized and improved. In terms of crisis analysis, we should shift from the traditional result oriented “event functionalism” analysis to the Hazards-of-Place of Vulnerability analysis. Based on this analytical framework, this paper analyzes three impact conditions: the exposure of hazard causing factors, physical vulnerability and social vulnerability. At the same time, considering the uniqueness of the school system and the sustainability of education, this paper puts forward the construction path of public health emergency management system in rural schools, which includes: establish an assessment system based on vulnerability analysis; build a multi-agent collaborative organizational structure, and make use of localized resources and delocalized resources; through the process of reduction, readiness, response and recovery, standardize the public health emergency management system of rural schools.

176 Analysis of the Phenomenon of Teacher Mobility in Public and Private Schools

This study analyzes the frequency, direction and possible causes of the teacher mobility in public and private schools. It finds that more than half of the sample teachers had inter-school mobility, and the turnover rate of private school teachers is significantly higher than that of public school teachers. There is mutual flow between public and private schools among teachers, but the teacher flow among the same type of schools is still the mainstream.It is necessary to establish and improve the policy guidance mechanism for the benign flow of teachers, and encourage public and private schools to learn from each others' experience and take measures to build a stable and high-quality teacher team.

183 Value Deviation and Correction of School Teaching Order in the Post Epidemic Era

School teaching order is an orderly state constructed by teacher and students which has a profound impact on the teaching efficiency. During the COVID-19 pandemic, school teaching order fell into the state of value-nothingness to some extent because of the intervention of modern technology and postmodernism. This phenomenon still exists even in the post epidemic era. This paper believes that, to resist the negative impact of postmodernism and modern technology, we should create a cooperative education mechanism by the integration of physical teaching space and network teaching space, reaffirm the value of tradition and rationalism in the field of education, and explore online teaching mode which follows the basic laws of education.
