1 Political Trust, Perception of Government Performance and Political Participation——Based on the Data of the “Chinese People’sPolitical Mentality Survey” (2019)

Political participation is an effective means to maintain and promote the legitimacy of the government, an important way for the people to express their opinions and safeguard their rights, and is closely related to people’s political trust. This research, based on the data of the “Chinese People’s Political Mentality Survey” (2019),analyzes the influence mechanism of political trust on institutionalized political participation and noninstitutionalized political participation,and shows the moderation effect that the perception of government performance generates. The survey presents that political trust has a significant positive correlation with institutionalized political participation, and a significant negative correlation with noninstitutionalized political participation. At the same time, the positive correlation between political trust and institutionalized political participation is moderated by the perception of government performance. That is to say,when the level of people’s political trust is stable, the improvement of the perception of government performance will significantly affect people’s enthusiasm for institutionalized political participation.

10 How does the Sense of Social Justice Affect Political Participation?——An Analysis of the CSS2019 Data

Based on the analysis of the CSS2019 data, this study examines the complicated relationship between people’s sense of social justice and political participation in different dimensions. In diagram, the relationship between Chinese people’s overall sense of social justice and different behaviors of political participation resembles a U-shape. Statistically, there is a significant negative correlation between people’s sense of social justice and non-institutionalized political participation in communication,in contrast to a significant positive correlation between people’s sense of social justice and institutionalized community participation and institutionalized election participation. Emotional factors and rational factors coexist in people’s behavioral choice and willingness of political participation, the effect and sequence of which are determined by the individual behaviors and perceptions in different social contexts. However, even affected by emotional factors, the public still hopes to participate in political life in a fair social environment. In the dimension of economy and social security, the relationship between the sense of deserved social justice, the sense of needed social justice, and political participation is still unclear.

21 On the Improvement of the Leading and Coordinating Mechanism of China’s Intellectual Property

The leading and coordinating mechanism of intellectual property is the key to the promotion of the modernization of intellectual property governance in China. Although China has established the system of “the State Council Inter-ministerial Joint Conference on the Implementation of the National Intellectual Property Strategy”, which has played an important role, there are still some deficiencies in the current leading and coordinating mechanism of intellectual property. It needs to be “upgraded” in order to match with the national strategy of reinvigorating China through intellectual property rights, which will be launched soon. The practical experience of Japan and South Korea suggests that the current “the State Council Inter-ministerial Joint Conference on the Implementation of the National Intellectual Property Strategy” ought to be upgraded to the national intellectual property strategy committee, of which the national leaders as the head, the leaders of relevant ministries and commissions,and the industry and academic representative experts as the members. At the same time, it provides the legal guarantee for the new leading and coordinating mechanism of intellectual property of the state level with the fundamental legislation.

28 On the Structural Integration and Optimization of the Governance of the Intellectual Property Culture under the Awareness of the Community of Shared Interests

In view of the new pattern of geo-economics and geopolitics in the post pandemic era, as well as the competitive market environment of the pan-intellectual property in which the market subjects and business models are increasingly diversified,the governance of China’s intellectual property culture needs to achieve the transition from the primary macro exploration to the fine quality construction in the new stage of development. Concerning the existing practical basis and developmental needs of the governance of intellectual property culture in China, we should achieve the structural integration and optimization under the awareness of the community of shared interests. That means we should promote the value consensus, take into consideration the different interests of different subjects on the intellectual property value chain, diversify the governing subjects, provide a fair competing market environment, and perfect the legal system of the intellectual property.

36 On Identification Standard and Value Orientation of Trademark Infringement——The ‘Jinriyoutiao’ Case as an Example

The trademark infringement dispute of “Jinriyoutiao”, which has aroused widespread public concern, contains many doubts that are worthy of academic discussion. when an operator uses a trademark similar to another trademark that represents a different or dissimilar good or service,there would be no possibility of confusion about the source. But in case other trademark is well-known, the infringement dilutes the distinctiveness and causes damage to the reputation of the original trademark,which makes the cross-class protection applicable. Although it might restrict the freedom of operation to prohibit operators from using well-known trademarks on dissimilar goods or services,we should follow the guide of the legal value orientation and make a decision in favor of protecting the rights and benefits of that well-known trademark by virtue of the value orientations such as protecting the exclusive right of the trademark, maintaining the order of fair competition,restraining unfair competition, and advocating the independent brand cultivation,when it is difficult to identify whether the cross-class protection is applicable to a well-known trademark.

45 Is the “Epidemic Subsidy” Policy Applicable to China’s Economy?——A Comparative Analysis Based on Quantitative and Price-based Monetary Policy

In 2020, the COVID-19 swept the world and caused severe damage to China’s economy. A comparative analysis of the impact of price-based monetary policy with interest rates reduction and quantitative monetary policy with money supply improvement on China’s macro economy in this situation can provide reference for the selection of monetary policy measures under the impact of the pandemic. The research shows that whether it is under the stimulus measures during the economic recession or in terms of the stabilization effect on the macro economy after the pandemic worsens the situation, the quantitative monetary policy with the adjustment of money supply performs better. The results of counterfactual experiment show that in the new situation, the adjustment of monetary policy rules should change in accordance with the circumstances. That is, for the purpose of restoring production capacity and revitalizing the economy as soon as possible, policy tools should be more responsive to the changes of the inflationary level; for the purpose of stabilizing economic fluctuations, policy tools should be more responsive to the changes of output gap.

59 The Social Multiplier Effect of Rural Land Transfer——An Analysis of Rural Governance Dilemmas and Farmers’ Participation

In the dilemma of “involution” in the rural land transfer, the governance structure of rural grassroots needs to be adjusted and optimized, and the social network, led by the rural elites and formed by farmers’ appeals for transfer, is conducive to solving the plight of the governance and realizing the land transfer and moderate scale operation. With the full sample data of Shitouzhai Village of Jiangsu Province, this paper finds that there is a significant convergence of the farmers’ land transfer behavior under the play of social network. For the intervention of village committee to promote farmers’ land transfer, the convergence action of farmers enlarged the implementation effect by 1.11 times, significantly enhances the land transfer and realization of moderate-scaled farmland management. In addition,the rural elites play an active part in famers’ land transfer. It is suggested: first, to integrate villagers’ autonomous organizations that are “centered upon the farmers,” so as to achieve a rural governance with decentralized balances; second, to pay attention to the retention and cultivation of rural elites, and ensure farmers’ internal motivation for participating in the formation of the grassroots governance network; third, to cultivate stable cooperative organizations of farmers, so as to ensure the operation of the social network and the play of the social multiplier.

69 Dynamic Mechanism and Policy Path of the Integration of Culture and Tourism in Rural Revitalization: A Macro Framework

Promoting the development of the integration of rural culture and tourism is one of the effective ways to accelerate rural vitalization. This integration requires Chinese researchers to provide clear answers both in theory and policy making to the questions, such as what is the internal driving force that rural culture-tourism integration, and what is the theoretical basis for the policy making of the state? The rural areas are the centralized carrier of Chinese farming culture,and also a “home to memory” for the consumers of cultural tourism. The prevalent existence of farming culture in social consciousness is the source of power to promote the integration of rural culture and tourism. The planning of rural areas needs to base itself upon the objective of the integration of culture and tourism, presents in multi-dimensions of specific spatial structures the symbols of farming culture, and constructs specific cultural scenarios in rural tourism. When it comes to the policy design of the state,the government is required to coordinate from a macro perspective the resources of theoretical research,the tourism planning and the think tank, and introduce the construction methods of new rural areas. Meanwhile,the government should guide the establishment and improvement of the rural economic community and cultural community to form the legal basis for the cooperation of rural communities and commercial institutions. Under these circumstances, cultural enterprises can be introduced, so as to set up a comprehensive service platform to strengthen the ability to implementation of rural cultural tourism projects.

78 Laws and Strategies of the Modern Transformation of Traditional Ethnic Minority Culture——A Case Study of Enshi Tujia Girls’ Gala

Against the backdrop of the great development of cultural industry, the exploration of an effective exploitative modes and the realization of the industrial transformation of cultural resources has become both an inevitable choice in our development of a unique cultural industry and a necessary demand on our cultural inheritance and development. The modernization of Enshi Tujia girls’ gala,a unique festival culture in Enshi area, Hubei Province,is actually the gradual process of industrialization. This work borrows Bourdieu’s “Field”- “Capital” theory and conducts a systematic analysis of the transformation of the traditional minority culture,taking Enshi Tujia girls’ gala as a case study. The transformation has experienced a modern construction and it is displayed in four aspects, namely the displacement of activity space, the reconstruction of the form and content,the alteration of subjects, and the enhancement of functional values. They reflect the law of transformation from the field of life to that of economy, and from the cultural resources to cultural capitals. The main strategies for the transformation are as follows:to awaken the “collective memory” with the national culture to enhance the national cohesion;to create the unique products with different representations to achieve cultural industrialization. In the process of transformation,the national cultural values ought to be fully respected, in order to avoid conflicts between economic desires and the cultural basis.

86 Stone Images in Chinese Ecological Prose

Since the 20th century and under the influence of the concept of “human literature”, Chinese literature has relatively neglected the presentation of the physical nature. However,in ecological essays,the physical nature has been valued. The “stone” images have gradually become prominent and achieved certain development in the new era,especially in the 21st century. Chinese ecological essays deepen the understanding of the jade culture, help to understand the world, the people and the wisdom of life, and reinforce the importance of self-discipline and ecological consciousness. In narrative style,the stone writings in Chinese ecological essays emphasize dialectics, especially the mutualism between emptiness and substance (xu-shi), the fusion of opposing forces, and the integration of emotion and reason, which penetrate into the physical nature,human nature and the Tao of the universe. So far there are still some deficiencies in the stone writings of Chinese ecological essays. To name a few, writers do not show enough subjective consciousness and ecological consciousness, the understanding of the physical nature is not profound enough, and there is a lack of classics, all of which invite further discussions.

97 The Spiritual Convergence of Zhu Yingdan’s Landscape Poetry and the Landscape Poetry of Tang and Song Dynasties

Zhu Yingdan follows the ancient motto of “poetry has an affinity with the field”. He has written a large number of modern landscape poems in the past half century. In the world constructed by landscape poetry,the poet takes the landscape as a friend. He communicates poetically with nature. Inheriting the tradition of the landscape poets of Tang and Song Dynasties, Zhu Yingdan desires for the peace and tranquility of the countryside. He lives in the city but “returns home through poetry”. Poetry paves the way to his spiritual home. He senses the unity of nature and life with an optimistic attitude towards life in the poetry of Tang and Song Dynasties,and his poetry presents the consciousness of life that transcends death. Living in turbulent times,he embodies the survival situation of the modern society in his landscape poetry. Different from the poetry of Tang and Song Dynasties that are merely about disease,the death of the mother, or war, Zhu’s poetry deeply reflects on the surviving conditions of the modern society. He perceives nature and life through his body,integrates the missing of the mother with the beauty of nature,and expresses his understanding of war and life through his landscape poetry. The Chiangnan complex and the dream and sea-sky writings of the Tang and Song poets inspire him to appreciate the charm of distance and illusions. Zhu Yingdan fantasizes and constructs the hometown of Chiangnan and the daydreams and sea-sky sceneries,to look back poetically on the landscape poets of Tang and Song, and carry on with his spiritual homecoming and reflection on life in the imaginary world.

107 The Opposition and Unityof Epenthesis and Elision in Regard to the \[coronals+u\] Sequence

The \[?\]-epenthesis and \[u\]-elision are phonetic sequences composed of two components whose pronunciation positions are far apart. The language community will make various adjustments to this sequence for the convenience of liaison. The \[?\]-epenthesis and \[u\]-elision in Chinese dialects related to this sequence reflect the adjustment strategy of the Chinese language. By referring to SPE and the feature geometry approach,this study shows that there exist not solely opposition but also unity in the epenthesis and elision. They are the variants of the same rule and agent. Compared with Chinese, the performance of this sequence in Indo-European languages such as English and Dutch reflects the cross-language commonality of the rules of epenthesis and elision, and also the differences in syllable structure of different languages.

Traditional Chinese language research focuses on application. With a distinct problem consciousness,it reflects the application-oriented characteristics. First, the research has a close connection with the reality of social life,aiming at solving practical problems and serving the specific real needs. Second, it keeps up with the trend of the times,participates in the discussions of the topical issues,and attempts to find solutions to those issues. Third, it stands in the forefront of the times,leads the academic development,and has an important impact on other disciplines. The attention paid by the imperial court to the language and Chinese characters also made the traditional language research always essential to the politics and culture, education, and other enterprises of the feudal states in Chinese history. Although there are many historical limitations in the studies of the application of Chinese traditional linguistics,its characteristics of application are of great significance to the study of the contemporary Chinese language and the history of Chinese linguistics.

120 The Main Means by which the People of the Ming and Qing Dynasties Avoided Corvee and Bi and Their Effects

At the core of the law of Ming and Qing Dynasties on taxation,reasonable proportional limits were conducive to the collection of taxes and corvee,while if the limits were set too close, it could become the source of many problems in the collection of taxation and corvee. People of Ming and Qing Dynasties took countermeasures to minimize the possible problems in this system. There were three major means (modes). The first was to avoid corvee and Bi by ways Guiji, Huafen, Feisa, Yingshe and Xuxuan,etc. The problems brought about by them were that the acreage and number of households could not be authentically accounted and reported, so that the government had to reform and innovate its way of enrollment. The second was to avoid corvee and Bi by the means of the land market,transferring the burden of taxation and corvee from one household to another, which resulted in the delay of taxation and the prevalence of tax-farming. The third was to cope with the various problems in the tax-farming through the integration of households. The core of the system was to enlarge the household in order to cope with the difficulties brought about by the closely divided limits,and at the same time this integration of households directly promoted the internal integration and cohesion of the patriarchal clan. The long development of the clans in Ming and Qing Dynasties ought to have been deeply related to the introduction of the Bixian system.

137 People Who Depend on Canal in the Qing Dynasty——On the Influence of Caoyun in the Qing Dynasty on the Livelihood of the Canal People

The canal transport of tribute grain (Caoyun,漕运) in the Qing Dynasty year after year brought about complicated issues in grain transportation and huge volumes of goods flow. As a result,all kinds of people gathered on the front line of the rivers to engage in physical, commercial and other service activities. Transporters and sailors were the main labor force in the transport. They depended on the transport and the goods for a living. Trackers and porters maintained the canal boats and used cheap labor to obtain a livelihood; those who dredged ditches and salvaged shipwrecks, and other relief groups lived on water services; merchants,peddlers, included not only the major business groups, but also the traffickers and pawns. Many people “overflowed” from the traditional life order and formed new living communities, relying on canal transport, which greatly propelled the prosperity of the consumption market and business in the canal area. The canal transport in Qing Dynasty greatly affected the livelihood and social life of the people in the canal areas.

146 From a Folk Shrine to a National Palace: The Rise of the Five Dragon Palace of Mount Wudang during the Song and Yuan Dynasty

The Five Dragon Palace of Mount Wudang was originally a folk shrine for people petitioning for rain. With the wide spread of Zhenwu belief in the Southern Song Dynasty,it became famous after the monks of Zixu Altar made some holy books to show the sacred history of Zhenwu and Mount Wudang, which paved the way for the rise of the palace. After the Yuan Dynasty, as the rulers’ belief in Zhenwu increased, the monks of the Five Dragon Palace changed the palace into a site for worshiping Zhenwu exclusively. From then on,the Five Dragon Palace began to be favored by the Yuan imperial family. The rise of the Five Dragon Palace has an important relationship with the spread of the Zhenwu belief after the Song Dynasty, and it is basically synchronized with the process of Mount Wudang being shaped as a sanctuary of the Zhenwu belief.

154 The Effect of the Non-Cognitive Ability on Middle School Students’ Academic Achievement: An Empirical Analysis Based on CEPS

Based on the data of the China Education Panel Survey(CEPS) during the two periods of 2013-2014 and 2014-2015, this paper provides an empirical analysis of the impact of the non-cognitive ability on middle school students’ academic performance. The research indicates that there are significant group differences in the development of non-cognitive ability of middle school students. Male students, students from rural areas or low-income families show a significant lower level of non-cognitive skills. The OLS regression results show that the non-cognitive ability still has a significant positive effect on middle school students’ academic achievement after controlling the individual’s previous academic achievement. The effect of self-education expectation is the most prominent. Students present the distinctive group differences according to sexes, regions of residency and family financial conditions. The quantile regressions indicate that the effect of the non-cognitive ability is greater for students at low and middle academic levels. The implication of this study is that families and schools should fully understand the importance of the development of the non-cognitive ability, while the government should strengthen the investment to the development of the non-cognitive ability of the disadvantaged students.

164 The Mechanism and Curriculum Practice of Creative Labor in the Information Era

Labor education has gone through the evolutionary process of starting and budding, imitating and alienating, recovering and reconstructing, deepening and expanding. With the development of the information era and the new changes in the form of labor, the cultivation of innovative workers calls for creative labor. Creative labor is a comprehensive practical activity aimed at fostering creativity,with the logical approach consisting of the stage of stimulating creative potential with physical and mental participation as the necessary prerequisite,the stage of germinating creative thinking with the in-depth experience as the preparing process, the stage of tempering creative ability with the transformation of knowledge and action as the key link, and the stage of enhancing creative wisdom with the integration of knowledge as the ultimate objective. The practical approaches for creative labor education to be implemented in primary and secondary schools could be realized by designing a labor curriculum cluster that combines natural experiential labor with exploring creative labor, and constructs curriculum objectives horizontally and vertically, integrated curriculum types, specialized curriculum resources and diversified curriculum assessment.

174 On the Identification and Scope of the Supervision Objects of Public Educational Units

Public education units are the main body of the administrative power in education. Article 15 of the Supervision Law includes the administrative and other personnel performing public duties in public education units into the scope of supervision objects,so as to realize the full coverage of all of those who exercise the public power in education. Because the legal provisions are too general, the connotations are not clear and the identification standard is missing, it is difficult to identify the classification and scope of the supervision objects. Therefore, we should start with the legislative purpose of a thorough coverage of supervision, clarify by a normative analysis the connotations of the core elements in the identification of the supervision objects in public education units, analyze the boundary and institutional logic of the exercise of public power in education from the legislative perspective, and build a multi-level system of identification standard, the contents of which is “identity+position/responsibility” and “public behavior”, in order to clear the theoretical confusion and solve the practical dilemma in the identification of supervision objects.
