Research on the industrial transformation and upgrading of resource-based cities under environmental regulations

Abstract:Industrial transformation and upgrading is crucial to the development of resource-based cities. It depends on environmental regulations, which has an influence on future policy formulation. In this paper, with the panel data of 107 resource-based prefecture-level cities in China from 2007 to 2016, the effects of environmental regulations on the transformation and upgrading were analyzed from the perspective of industrial structure rationalization and advancement through the tools of panel threshold regression and entropy evaluation method.The research shows that environmental regulations become increasingly rigorous from emerging, nature to regenerative and declining resource-based cities, and it presents an “ inverted U” curve when it comes to the relations with industrial structure rationalization and advancement. Based on this conclusion, promoting strategies are put forward including formulating differentiated environmental regulation policies depending on the type of city, increasing the support for environmental protection funds and technological innovation and encouraging the development of private enterprises.
