Deliberative Discussion On Budgeting: Opportunities And Challenges Of Democratic Governance——A Case Study Of Xinhe
In the past decade,budgetary reform in China has focused on technical innovation,such as zero-based budgeting,procurement management,treasure management,etc.However,in modern society,the more basic fundamental budgeting issue is how to deal with the relationship between budgeting and democratic governance.This study describes the process of the 2006 deliberative discussion on budgeting in Xinhe,a town in Zhejiang province.Deliberative discussion on budgeting is a significant innovation in public budgeting in Chinese local government.It reconstructures the relationship between citizens and state and enhances democratic budgeting management,thus promoting democratic governance at local governments.The paper argues that deliberative discussion on budgeting is the result of the impacts of social change on state governance in China.

The Deep-rooted Contradictions And Basic Way In Transition Of The Rural Taxes And Fees Reform
There are some deep-rooted contradictions and problems in the transition of the rural taxes and fees reform.It is necessary to carry out the rural comprehensive system innovation.The basic idea of the rural integrated system is : optimizing the income distribution system;giving more support and protection to the "rural,agriculture,peasant";improving the rural management system and operational mechanism;optimizing the rural governance structure;establishing perfect public service system in rural areas;making overall planning for urban and rural economic and social development;consolidating the achievements of the reform of rural taxes and fees;and establishing and improving the long-term mechanism to reduce the farmers' burdens and increase their incomes.

On Determination Of Applicable Law In International Contract
As far as how to determine the applicable law in international contract is concerned,currently the international view is regarding "doctrine of autonomy of will" as the primary principle to determine the applicable law.For the reason of objective and subjective factors,after determination according to Doctrine,conflict provision and link-factors which determines applicable law in international contracts alters,or previously common chosen applicable law between parties alters itself,determination of applicable law should also principally leave to parties in accord with Doctrine with the exception of that there is additional provision.

On Legislation For Sexual Harassment
Sexual harassment has been a serious problem in our society.In United States,sexual harassment is considered as sex discrimination.In Taiwan province,the concept of sexual harassment has been defined clearly,and the special characteristic is that sexual harassment has been brought into employment category directly,the encroachment cased by sexual harassment in workplace is a kind of infringing upon the right of work environment,it has historic significance in labor legislation.The system of opposing sexual harassment has been established in Taiwan Province.In order to opposing sexual harassment in workplace,we ought to set up the institution of the right of work environment in our labor legislation or labor contract,and also establish the institution of civil torts in civil law or civil code.

A Study On Handicraft Industry In Rear Areas During The Anti-Japan War
In the eight years during the Anti-Japan War,Chinese economy and society underwent serious adversity and hardships.Focusing on research work about the handicraft industry in rear areas in war time in Hubei and Hunan provinces,this article makes a detailed study on the reasons why the handicraft industry flourished and prospered at that time.The development of handicraft industry in Hubei and Hunan provinces,had much in common though each province had its own distinct features.This comparative study shows that as China was badly in short of manufactured goods or industrial products then,the handicraft industry and the backward,inadequate machinery industry cooperated and incorporated with each other to make further progress so as to carry in the war.The success and achievement of handicraft industry in the mountainous areas in western part of Hubei and Hunan provinces played an important role,and made great contributions for war effort thereby making a necessary part of war time economy in rear areas.

The image of Ai Qing's poems during 1930s have achieved the merging and creative development of modern Chinese poetry image art after the May 4(th) movement.It is expressed by:first,concretely The merging of Zeitgeist in the image and the seeking for artistic esthetics,this merging have been embodyed in two image centre creations "the land"and "the sun" which contain special national culture consciousness and Zeitgeist.These two motive image,have already fully filled Ai Qing's poems both rational deep connotation and vivid appreciation of perceptual esthetics;second,on the expressing of image art,he have found an open way which well merged realism,romanticism and symbolism.
